About The Position

The Transportation Realty Agent 2 will report to the District Right of Way Office. This position performs advanced-level work in real property appraisal, real property rights acquisition, relocation assistance, property management, and right-of-way engineering and surveying. Serves as lead on projects, relocations, and acquisitions. The distinguishing factor between the Transportation Realty Agent 2 and the Transportation Realty Agent 1 is the lead role in different areas of projects. Performs related work as required. Pay Grade 15 T0435N

Requirements

  • Bachelor’s degree from a regionally accredited college or university.
  • Applicants must have completed the Division of Highways course "Appraisal Principles" or one appraisal course recognized by the Appraisal Institute or the National Society of Real Estate Appraisers.
  • Three (3) years of full-time or equivalent part-time paid experience in appraisal or appraisal review, negotiations, real estate management or real estate sales, relocation, other right-of-way experience, construction, surveying, or related business operations.
  • Knowledge of real property appraisal, real property rights acquisition, relocation assistance, property management, and right-of-way engineering and surveying theories and techniques.
  • Knowledge of State and Federal laws, rules, and regulations as applied to real estate/right-of-way activities of the Department of Transportation.
  • Knowledge of professional negotiation procedures and techniques.
  • Knowledge of property values, real estate financing, property management principles, and salvage methods.
  • Ability to negotiate with property owners.
  • Ability to handle all property management and/or relocation work in a high-volume district.
  • Ability to compile, document, and present facts, and to use judgment in their interpretation.
  • Ability to communicate effectively, both orally and in writing.

Nice To Haves

  • Experience as described below may be substituted for the required training/education through an established formula.
  • Successful completion of graduate coursework from a regionally accredited college or university may substitute for up to two (2) years of the required experience through an established formula.
  • Two (2) years of experience in the Transportation Realty Agent classification series.

Responsibilities

  • Performs all functions on complex major projects such as negotiations, relocation assistance, and property management.
  • Leads projects regarding relocations, acquisitions, and project management.
  • Negotiates through personal contacts with owners or their agents the purchase of real property for right-of-way purposes when such purchase involves complicated problems and/or special clients.
  • Assesses real property to determine value.
  • May be required to testify in court or at hearings to provide right-of-way and/or appraisal expertise.
  • The work involves establishing criteria, assessing program effectiveness, or investigating or analyzing a variety of unusual conditions, problems, or questions.
