About The Position

The Transportation Program Manager 2 in this position will report to the Division of Multimodal Transportation Facilities in Kanawha County, acting as Program Manager for the State Safety Oversight Program. The selected applicant will be responsible for administering all necessary policies and procedures related, but not limited, to the Code of Federal Regulations 49, Part 674 per Federal Transit Administration expectations. Additional duties may include: entering quarterly Federal Financial Reports (FFR) and Milestone Progress Reports (MPR) for all open grants in the Transit Award Management System (TrAMS), which is the Federal Transit Administration’s web based grant management tool; preparing budget revisions and grant closeouts as necessary; acting as a liaison with West Virginia University (WVU) or other universities; supervise all consultants involved with the 5329 program, and provide agency response to events concerning it. The incumbent will also serve as the Agency Fleet Coordinator for the unit, and, as necessary, provide assistance with required federal reporting. Performs other duties as assigned. Pay Grade 17

Requirements

  • Bachelor's degree from a regionally accredited college or university.
  • Four (4) years of full-time or equivalent part-time paid experience in a professional, administrative, technical, or supervisory position may substitute for the required training/education on a year-for-year basis, through an established formula.
  • Three (3) years of full-time or equivalent part-time paid experience in a professional, administrative, technical, or supervisory position.
  • Successful completion of graduate coursework from a regionally accredited college or university may substitute for the required experience on a year-for-year basis, through an established formula.
  • Valid driver’s license is required.

Responsibilities

  • Assess key demographic areas for our clients’ businesses and determine their needs from a practical standpoint.
  • Create program initiatives.
  • Allocate and control company resources as they relate to individual programs, as well as the departmental budget.
  • Establish overall performance standards for programs, program supervisors, and their teams.
  • Acts as a liaison between district or division personnel on various projects.
  • May assign team members or other staff to various tasks or phases of work in the life cycle of multiple programs.
  • Track performance of members of various teams or groups to assess compliance with budgetary, time, and other requirements.
  • Purchase or request or work with managers to purchase or request needed supplies, equipment, or services within budgets or limits set by upper-level management or the organization.
  • Review the work product of teams for compliance with organizational objectives and goals
  • Report progress of work, goals, problems, and other issues to supervisors, upper-level management, or boards of directors or committees responsible for oversight.
