About The Position

The Transportation Planner supports Harford County's transportation planning initiatives by conducting research, analyzing transportation and land use issues, reviewing development proposals and traffic impact analyses, and assisting with the implementation of the County's Master Plan. This position prepares reports and planning documents, performs field work, provides technical assistance to the public, and collaborates with County staff, government agencies, and community stakeholders to support sustainable growth and mobility throughout the County.

Requirements

  • Master's degree from an accredited college or university in planning or a related field with a concentration in urban planning, transportation planning, AND no experience required OR Bachelor's degree from an accredited college or university in planning or a related field with a concentration in urban planning, transportation planning, AND one (1) year of planning experience
  • Knowledge of transportation planning principles, land use planning, zoning, and development review practices.
  • Knowledge of traffic analysis software such as Highway Capacity Software (HCS), Synchro, or similar applications.
  • Knowledge of building, planning, and zoning principles, regulations, and applicable codes.
  • Working knowledge of Geographic Information Systems (GIS) and the ability to perform routine GIS analysis and mapping.
  • Proficiency with Microsoft Office Suite, including advanced use of Word, Excel, PowerPoint, and Outlook.
  • Ability to research, analyze, and interpret technical data, regulations, and planning documents.
  • Ability to collect, maintain, and manage records, databases, and archival information with accuracy.
  • Ability to identify issues, evaluate alternatives, and develop practical solutions to complex planning and transportation challenges.
  • Ability to prepare clear, concise, and well-organized reports, correspondence, maps, and presentations.
  • Strong verbal and written communication skills, including the ability to present technical information to diverse audiences.
  • Ability to establish and maintain effective working relationships with coworkers, government agencies, developers, and the public.
  • Ability to work independently while contributing effectively in a collaborative team environment.
  • Ability to conduct field work, including walking, bending, kneeling, standing, and sitting for extended periods, and to operate a County vehicle as required to perform assigned duties.
  • Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.
  • Possession of a valid Class "C" non-commercial driver's license with no more than three (3) points.
  • Be advised this position requires a valid driver's license.

Responsibilities

  • Implements transportation and mobility strategies identified in Harford NEXT, the County's Master Plan, with an emphasis on Mobility and Connectivity initiatives.
  • Interprets and applies the Adequate Public Facilities requirements of the Harford County Zoning Code during development review.
  • Conducts planning studies by researching issues, analyzing data, identifying objectives, evaluating alternatives, and developing recommendations.
  • Reviews Traffic Impact Analyses (TIAs) and other transportation-related technical reports for compliance with County standards.
  • Conducts field investigations, site visits, and surveys to collect data and evaluate existing conditions.
  • Performs research and analysis related to transportation planning, land use, zoning, demographics, community development, and related planning initiatives.
  • Prepares and maintains planning documents, technical reports, maps, charts, presentations, brochures, and other planning-related materials.
  • Assists with maintaining department communications by preparing and updating content for the County website, social media platforms, and other public information resources.
  • Provides information and technical assistance to the public regarding planning, zoning, subdivision regulations, permitting, and departmental policies and procedures.
  • Represents the Department at meetings with County staff, government agencies, developers, civic organizations, and community stakeholders.
  • Prepares reports documenting research findings, data analysis, planning recommendations, and project outcomes.
  • Maintains accurate records, planning data, and supporting documentation for departmental projects and initiatives.
  • Performs other duties as assigned.
