About The Position

The State of Connecticut, Department of Transportation (DOT), is seeking a Transportation Materials Technician 3 for the Material Evaluation and Specification Unit (MESU) at the Materials Testing Laboratory in Rocky Hill, CT. This full-time, 40-hour, first-shift position offers a hybrid work arrangement with eligibility for telework. The role involves performing inspection and testing of materials and structures used in transportation facility construction, acting as a quality assurance inspector for precast and pre-stressed concrete structures, and assisting with record-keeping and database maintenance. The position also serves as a liaison between MESU and District inspection staff, examining relevant documentation for conformance with specifications and approved designs. Requirements

Six (6) years of experience in the chemical and/or physical analysis of transportation construction or maintenance materials, including independent performance of tests such as extraction gradation, slump and air content for cement, and concrete cylinder tests.
College training in natural sciences, construction technology, civil engineering or other related fields may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
Considerable knowledge of physical and/or chemical properties, specifications, and uses of construction materials.
Knowledge of principles and practices prescribed by the American Society for Testing Materials, the American Association of State Highway and Transportation Officials, and the federal government for chemical and physical testing of transportation construction and maintenance materials.
Considerable skills in performing calculations.

Considerable ability to perform chemical and/or physical tests and analyses.

Incumbents in this class may be required to travel.

Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
A physical examination may be required.

Nice To Haves

Possession of the ACI Concrete Field-Testing Technician—Grade I Certifications or equivalent and/or PCI Level 1 Certification or equivalent.
Experience with Bluebeam, Microsoft Excel, creating spreadsheets, inputting data, creating graphs, and other Microsoft Office applications.
Experience performing mathematical computations, preparing documents such as material testing and inspection reports.
Experience reviewing precast producer documents such as quality control plans, concrete batch tickets, shop drawings, and test reports.
Experience with the review of material certificates, manufacturer self-certifications, and certified test results and application of the Buy America, Build America Act (BABAA) requirements.
Experience communicating verbally and in writing with teammates and stakeholders of all levels.
Experience with hydraulic cement concrete components and mix properties.
Experience with hydraulic cement concrete aggregates production and testing.
Experience with standards for the testing or inspection of construction of materials or components typically used in transportation-related applications such as those developed and maintained by the ASTM International and the American Association of State Highway and Transportation Officials (AASHTO).
Experience reading plans and shop drawings.

Responsibilities

Act as quality assurance inspector for precast and pre-stressed concrete structures.
Assist higher-level employees with maintaining inspection records, databases, and software platforms.
Determine whether precast and pre-stressed components conform with applicable specifications.
Serve as a liaison between MESU and District inspection staff regarding laboratory policies, procedures, and material issues.
Examine approved shop drawings and other documentation for precast and pre-stressed concrete quality assurance inspection.
Examine concrete batch records and mixture documentation for conformance with approved mix design information.
Perform other related duties as assigned.
Distribute, prioritize, oversee and review work of a field or central laboratory staff.
Provide staff training and assistance.
Conduct or assist in conducting performance evaluations.
Act as liaison with operating units, agencies, consultant staffs or other outside officials regarding laboratory policies and procedures and/or problems with materials.
Recommend policies and standards.
Prepare reports and correspondence of tests and analyses including graphs.
Prepare recommendations regarding suitability of materials used in construction or maintenance of transportation systems.
Establish and maintain procedures.
Perform assurance sampling and material inspections and testing.
Assist in directing research on new materials or modification of old materials.
Make recommendations concerning product certification in meeting specific contract specifications.
Witness welder certification tests.
Assist in the purchasing of instrumentation.
