About The Position

The Ohio Department of Transportation (ODOT) is seeking motivated engineers, licensed in the State of Ohio, with strong communication and problem-solving skills to provide contract administration and field engineering functions for bridge and roadway construction projects in Southwest Ohio. This role acts as a staff specialist in construction, developing and evaluating plans and criteria for various projects, and assessing the feasibility of engineering designs. Alternatively, it involves supervising staff engaged in construction activities, focusing on staff development, performance evaluation, and goal setting. The position also assists in policy development, budget preparation, and long-range planning, advising various entities on projects and problems within their area of expertise. The role directs work activities such as bridge construction, pipe installations, and paving operations, trains employees on inspection and testing procedures, and ensures proper documentation. The engineer operates a state vehicle to inspect project sites, provides technical assistance, signs engineering documents, and interprets complex plans to ensure compliance and resolve issues. Additionally, the role assists Contractor Compliance Officers in meeting Commercially Useful Function requirements, investigates complaints, documents findings, and assists with resolutions. Responsibilities include documenting pay quantities, maintaining project records, initiating change orders, approving material sampling, and attending meetings and training sessions. During winter months, the position assists the district office with field documentation, project finalization, and construction staff training.

Requirements

• Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors.
• 12 mos. exp. as group or project leader providing work direction & training to engineering technicians &/or lower-level engineers or 12 mos. exp. in conducting engineering related research (i.e., conducting engineering related research only applies to staff specialist positions).
• If assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.
• Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors.
• 12 mos. exp. as Transportation Engineer 2, 85642.
• If assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.
• Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.

Responsibilities

• Acts as staff specialist in construction, developing & evaluating plans & criteria for variety of projects & activities to be carried out by others; assesses feasibility & soundness of proposed engineering designs, evaluation tests, products or equipment when necessary data is insufficient or confirmation by testing is advisable.
• Supervises staff engaged in construction activities, providing developmental opportunities, coaching staff to foster development, focusing on job satisfaction, assigning work, evaluating performance, recommending discipline if necessary, providing feedback, approving time off; reviews & approves goals & objectives proposed by staff; meets with staff to discuss/evaluate project priorities & progress towards short & long term goals; & utilizes quality principles & initiatives as a part of routine operations.
• Assists in development of section policy, budget preparation &/or long-range planning & advises offices, consulting firms, Federal Highway Administration, local public agencies & others with projects/problems in assigned area of expertise.
• Directs work activities (e.g., bridge construction or repair, pipe installations, paving operation, concrete control, traffic control).
• Trains employees for inspection & testing procedures & proper paper documentation for construction activities.
• Operates state vehicle to travel to & inspect project sites & progress & provide technical assistance & guidance to inspectors.
• Signs plans or engineering documents as registered professional engineer.
• Interprets complex plans (e.g. multi-phase traffic signal design, major structure rehabilitation, ditch relocation, traffic control standards & guidelines, multi-lane resurfacing & lane resurfacing & lane additions & widenings) to provide effective implementation & ensure compliance & assist in resolving problems (e.g. plan interpretation, designer intent, utility relocation, property owner concerns, local government change requests progress & scheduling concerns, material approval & procedure submittals & approvals).
• Assists Contractor Compliance Officers (CCOs) in ensuring Commercially Useful Function (CUF) requirements are met (e.g., fills out forms & ensures completed forms are returned to assigned CCO).
• Investigates complaints, documents findings & assists with resolution.
• Directs documentation of pay quantities, project records keeping, initiation of change orders, approval & sampling of materials incorporated in work.
• Attends meetings & training sessions.
• During winter months, assists district office checking field documentation, finalizing projects & training construction staff.
