About The Position

Within the Department of Transportation (DOT), this role is responsible for assisting in the administration, direction, and supervision of a complex divisional civil engineering program, such as Bridge Engineering, Traffic Safety, Highway & Bridge Maintenance Operations, or Stormwater Management. The position also involves assisting in the development of new programs as required and performing highly difficult and responsible work of a professional civil engineering nature. The role assists the Managing Engineer of the division or other section administrator in directing engineering and administrative activities within a specialized area. Specific responsibilities include reviewing and discussing unit work with assistants and subordinates, consulting with a superior on matters of the state highway and bridge engineering program, evaluating program effectiveness and efficiency, assisting in the preparation of future plans, programs, and budget allocations, coordinating program planning and development with other divisions, agencies, FHWA, consultants, and contractors, and making recommendations on staffing needs. Within Bridge Engineering, responsibilities include assisting in the administration and operation of bridge engineering programs and activities, such as bridge inspection, load rating, oversize/overweight permitting, and the maintenance, repair, and preservation of state bridges and assets. The role also assists in administering and operating the state’s bridge, tunnel, and ancillary inspection programs to ensure compliance with federal and state regulations.

Requirements

  • Possession of a bachelor’s degree or higher in Civil Engineering or related engineering field from a college or university.
  • At least seven (7) years of employment with supervisory experience in bridge, highway maintenance, traffic, maintenance, or environmental engineering.
  • Possession of a Certificate of Registration as a Professional Engineer (PE) issued by the Rhode Island State Board of Registration for Professional Engineers.

  • Developing and managing a comprehensive Quality Verification / Quality Assurance Program for RIDOT's Bridge Inspection and Loan Ratings operations.
  • Developing and updating Department Quality Procedures in relation to the National Bridge Inspection Standards and FHWA 23 Metrics.
  • Reviewing bridge inspection data to ensure conformance with FHWA Bridge Inspection Metrics.
  • Reviewing bridge inspection reports, rating reports, and other documents to ensure accuracy, completeness, and compliance with federal and state requirements.
  • Evaluating internal processes based on review results for effectiveness and efficiency and providing improvement recommendations.
