About The Position

Within the Department of Transportation (DOT), this role is responsible for assisting in the administration, direction, and supervision of a complex divisional civil engineering program, such as Bridge Engineering, Traffic Safety, Highway & Bridge Maintenance Operations, or Stormwater Management. The position involves performing highly difficult and responsible work of a professional civil engineering nature, assisting in directing the engineering and administrative activities of the program, and specializing in an area indicated by the title. The role assists the Managing Engineer or other section administrator and performs related duties. Specific responsibilities include reviewing and discussing unit work with subordinates, consulting with a superior on state highway and bridge engineering programs, evaluating program effectiveness and efficiency, assisting in preparing future plans, programs, and budget allocations, coordinating program planning with other divisions and agencies, and making staffing recommendations. Within Bridge Engineering, responsibilities include assisting in the administration and operation of bridge engineering programs and activities such as inspection, load rating, permitting, maintenance, repair, and preservation of state bridges and assets. The role also assists in administering and operating bridge, tunnel, and ancillary inspection programs to ensure compliance with federal and state regulations.

Requirements

  • Possession of a bachelor’s degree or higher in Civil Engineering or related engineering field from a college or university.
  • At least seven (7) years of employment with supervisory experience in bridge, highway maintenance, traffic, maintenance, or environmental engineering.
  • Possession of a Certificate of Registration as a Professional Engineer (PE) issued by the Rhode Island State Board of Registration for Professional Engineers.

Responsibilities

  • Assisting in the administration, direction, and supervision of a complex divisional civil engineering program (e.g., Bridge Engineering, Traffic Safety, Highway & Bridge Maintenance Operations, Stormwater Management).

  • Assisting in the administration and operation of bridge engineering programs and activities, including bridge inspection, load rating, oversize/overweight permitting, maintenance, repair, and preservation of state bridges and assets.
  • Assisting in the administration and operation of the state’s bridge, tunnel, and ancillary inspection programs to ensure compliance with federal and state regulations.
  • Developing and managing a comprehensive Quality Verification / Quality Assurance Program for RIDOT's Bridge Inspection and Loan Ratings operations.
  • Developing and updating Department Quality Procedures in relation to the National Bridge Inspection Standards and FHWA 23 Metrics.
  • Reviewing bridge inspection data to ensure conformance with FHWA Bridge Inspection Metrics.
  • Reviewing bridge inspection reports, rating reports, and other documents to ensure accuracy, completeness, and compliance with federal and state requirements.
  • Evaluating internal processes based on review results for effectiveness and efficiency and providing improvement recommendations.
