About The Position

This position serves as a District Civil Rights and Labor (CRL) Coordinator in the Civil Rights Division in Kanawha County. The role involves performing advanced and complex agency functions with external certified payroll processing within the AASHTOWare Project construction management system. It also includes monitoring and enforcing Labor Compliance and other Civil Rights programs within assigned Division of Highways districts. The position acts as a Lead Worker for CRL, providing training, troubleshooting, and technical support to highway construction contractors. Responsibilities include assisting in preparing federal reports, ensuring compliance with state and federal requirements, and interpreting related statutes, regulations, and policies. Experience with labor/payroll functions/processing is preferred.

Requirements

  • Bachelor’s degree from a regionally accredited college or university.
  • Four (4) years of full-time or equivalent part-time paid professional or technical experience in contract compliance, applying state and federal guidelines, or related experience.
  • Knowledge of standardized operations, policies, and guidelines that are used to solve routine and repetitive issues.
  • Knowledge of federal and state laws, regulations, and policies governing contract compliance, labor practices, discriminatory employment practices, equal opportunity, ADA, and DBE.
  • Knowledge of related agency policies, procedures, and regulations concerning services to various protected groups.
  • Knowledge of available community and industrial training resources and programs.
  • Knowledge of private and governmental organizations and programs concerned with state and federal civil rights and labor programs.
  • Knowledge of complaint procedures and appeal rights.
  • Ability to present ideas clearly and effectively, both orally and in writing.
  • Ability to conduct interviews and investigations.
  • Ability to appraise situations and personalities and to formulate and recommend solutions to problems in the fields of intergroup relationships.
  • Ability to recognize latent prejudicial tendencies and to influence other to overcome the effects of such tendencies.
  • Travel may be required; therefore, a valid driver’s license is required.

Nice To Haves

  • Experience with labor/payroll functions/processing is preferred.
  • Successful completion of graduate coursework from a regionally accredited college or university may be substituted for up to two (2) years of the required experience through an established formula.

Responsibilities

  • Ensures compliance with federal civil rights and/or labor regulations governing the West Virginia Department of Transportation (WVDOT) within an assigned section/unit of the Civil Rights Compliance Division, including but not limited to the Labor Compliance Unit, DBE Unit, Title VI Unit, and/or ADA Unit.
  • Investigates discrimination, labor, DBE, and/or ADA complaints on federally funded highway construction projects to determine the validity and establish procedures for correction, if necessary.
  • Conducts site inspections and project reviews on federally funded highway construction projects to determine a contractor’s compliance with civil rights and labor regulations and develop corrective action plans, if necessary.
  • Sets DBE and/or on-the-job training (OJT) goals on federally funded highway construction projects.
  • Works with WVDOT agencies/divisions/districts, contractors, and sub-recipients to ensure all compliance obligations related to labor compliance, DBE, Title VI, and/or ADA programs are understood and to answer any questions about civil rights and labor programs.
  • Meets with corporate officers to assist in developing overall company EEO/Civil Rights policy.
  • Assists contractors in developing DBE participation plans and/or OJT programs.
  • Conducts meetings with contractors and sub-recipients to resolve complaints to ensure efficient and effective resolution of issues.
  • Reads, analyzes, and interprets procedures and governmental regulations as necessary.
  • Makes hiring referrals and assists contractors in recruiting minority, female, and disadvantaged employees and trainees by coordinating recruitment efforts.
  • Responsible for overseeing census, workforce/labor, DBE, Title VI, and/or ADA data collection and preparing various related reports for state and federal requirements.
  • Meets with union leaders to discuss various programs, such as OJT and apprenticeships.
  • May oversee section/unit staff assignments and train section/unit staff.
