About The Position

The Transportation Bridge Safety Inspector 5 in this position reports to the District Ten Bridge Department at the District Ten Headquarters in Mercer County. The selected applicant serves in a managerial or program expert capacity as a District Bridge Inspector Coordinator or Maintenance Division Quality Assurance/Quality Control (QA/QC) Bridge Inspection Technician for the Division of Highways. Performs advanced level reviews of bridge safety inspection reports and analysis work. Supervises the performance of several bridge safety inspection teams and may perform field work as required. Hazardous working conditions involve climbing on the superstructure and substructure of bridges. The work may involve exposure to severe weather conditions. Duties also include scheduling the Under-Bridge Inspection Unit and other necessary equipment to complete inspections. Performs related work as required. Pay Grade: 19

Requirements

• Certification as a Transportation Bridge Safety Inspector 5 by the West Virginia Department of Transportation.
• Knowledge of the manuals and standards of the American Association of State Highway Transportation Officials and the American Institute of Steel Construction applicable to bridge safety inspection.
• Knowledge of federal and state manuals and standards applicable to bridge safety inspection.
• Knowledge of bridge design and construction principles and bridge mechanics.
• Ability to effectively supervise the work of others.
• Ability to interpret plans and specifications.
• Ability to compute areas and volumes.
• Ability to create and retain accurate notes and records.
• Ability to make detailed sketches.
• Ability to compute dead loads for various bridge types.
• Ability to compute distribution factors for various bridge types.
• Ability to complete standard forms and inventories.
• Ability to write narrative technical reports.
• Ability to climb bridge structures and perform strenuous physical activities.
• Option 1 Traditional : Documented (12) twelve years of Board approved technical progressive experience and obtained the AAS Highway Engineering Technology – Bridge Inspection Concentration degree requirements; or in lieu of the Highway Engineering Technology – Bridge Inspection Concentration degree, 990 TDH’s from the degree requirements.
• Option 2 Pre-Approved BS or AS degree : Documented (10) ten years of Board approved technical progressive experience after obtaining a Board approved bachelor’s degree or associate degree in engineering, engineering technology, or similar technical degree from an accredited college or university.
• Option 3 Pre-Approved BSCE or BSCET degree with FE : Documented (7) seven years of Board approved technical progressive experience after obtaining a bachelor’s degree in civil engineering or civil engineering technology from an ABET accredited college or university and passed the Fundamentals of Engineering Exam.
• Option 4 BSCE, BSCET, ASCE or ASCET degree : Documented (9) nine years of Board approved technical progressive experience after obtaining a bachelor’s degree or associate degree in civil engineering or civil engineering technology from an ABET accredited college or university.
• Option 5 Existing Bridge Safety Inspector 4 : Documented (12) twelve years of Board approved technical experience directly related to Bridge Safety Inspection in accordance with the NBIS and obtained at least 180 TDH’s from the AAS Highway Engineering Technology Bridge Inspection Concentration degree requirements. HWAY 150 - Structures I, HWAY 250 - Structures II, HWAY - Structures III, and any prerequisites shall be taken as part of the 180 TDH requirement.
• Option 6 Experience : Documented (15) fifteen years of Board approved technical experience directly related to Bridge Safety Inspection in accordance with the NBIS. (A minimum of (4) four years of experience, out of the documented (15) fifteen years, shall be required at a Level IV classification to be certified as a Level V.)

Responsibilities

• Plans and schedules the work of bridge safety inspection teams within the district.
• Supervises the work performed through the bridge safety inspection supervisors and subordinate staff.
• Reviews and edits final inspection reports completed by inspection teams for accuracy, completeness and conformance to established guidelines.
• Performs preliminary technical analysis such as stress analysis.
• Reviews the quality of completed inspection work by comparing reported data with actual structural condition.
• Writes periodic progress reports pertaining to the bridge safety inspection program within a district or statewide as required.
• Works as an inspection team member or inspection team leader in the absence of other inspectors or team leaders.
• Performs Load Rating Analysis.
• Schedules Under Bridge Inspection Unit and other related equipment for Bridge Safety Inspectors.
