About The Position

North Somerset Council is seeking a dedicated and experienced Transport Policy Manager to lead its Transport Policy Team. The team develops and reviews the council’s transport policies and strategies, formulates action plans and programmes to deliver them, develops concepts and funding bids for new schemes, provides transport input on planning applications, and commissions surveys to inform scheme development and evaluation. The role works with senior officers, elected members, and regional and national partners to advance transport plans and schemes. It also represents North Somerset Council’s interests with stakeholders and partners and works within Mayoral Strategic Authority processes and systems. The role is classified as a Flexible Worker: work is split between home and the office, with an expectation of 2–3 days in the office. More office attendance may be required during induction, and working arrangements can be discussed.

Requirements

• Professional qualification, for example an MSc.
• Significant post-qualification experience.
• Experience in governance and assurance processes at combined authorities.
• Practical experience in service development or delivery and leading others.
• Significant experience commissioning and managing consultants and budgets.
• Technical knowledge relevant to the role.
• Valid driving licence and own transport, or the ability to provide an alternative suitable method of travel.
• Full permission to work in the UK; the council is unable to provide sponsorship.

Responsibilities

• Lead the development of new transport policies and steer the pipeline of new transport schemes.
• Lead and manage a team of transport policy officers to achieve key objectives.
• Review and develop the Council’s transport policies and action plans.
• Ensure sub-regional policies and strategies reflect the best interests of North Somerset.
• Provide transport policy input to the assessment and master planning of major planning applications and sites.
• Lead the development of complex transport schemes and the Council’s three-year programme.
• Develop business cases for transport schemes for delivery through Local Transport Grant or Mayoral Strategic Authority funding.
• Commission transport modelling for scheme appraisal and development.
• Represent North Somerset Council’s interests with stakeholders and partners within Mayoral Strategic Authority processes and systems.
