About The Position

The City of Lake Worth Beach invites qualified individuals to apply for the position of Transmission and Substation Engineer Manager. This is a Full Time, Non-Bargaining, Exempt position with a salary rate of $115,920 - $155,250. The position is located at the Utilities Building at 1900 2nd Avenue North, Lake Worth, FL 33461. The role is responsible for reliability improvements to Transmission and Substation equipment/systems for all the Lake Worth Beach Electric Utility. Engineering responsibilities include the availability improvement program (AIP), root cause analysis, capital project definition, capital project technical lead and engineering design, efficiency monitoring and improvement, and environmental testing. Predictive maintenance includes equipment monitoring and post-request quality checks. Employees in this position will be required to complete the FEMA Incident Command System (ICS) Certification Levels 100, 200, 700 and 800 within the first six months of employment. Certain positions may be required to attain additional ICS training as needed. All full-time employees are considered critical in response to emergency situations and may be deemed essential as needed depending on the situation.

Requirements

  • Experience as a substation/P&C engineer leading projects and performing QC reviews

  • Working knowledge of the planning, design, construction, and operation of Electric Systems.

  • Demonstrated knowledge of the basic electric generating equipment cycles.
  • Experience in related trade industry organizations on policy setting boards or committees.
  • Working knowledge of financing accounting and budgeting.
  • Able to work effectively ensuring effective handoff procedures, practices and measurements.
  • Familiar with environmental compliance requirements.
  • Experience in process & rotating equipment operation/troubleshooting.
  • Working knowledge of work management/database management systems utilization and data analysis
  • Bachelor’s degree in engineering or related field preferred.
  • Five or more (7+) years of successful experience in the operations, maintenance, and engineering processes of medium and high voltage substations and applications.

  • Professional Engineering registration in the State of Florida preferred (not required)

Responsibilities

  • Lead, develop, and manage a team of substation, protection and control, and SCADA resources with a long history of completing complex engineering projects
  • Collaborate closely with the organization's cross-functional teams
  • Responsible for the day-to-day operations of CLWB Electric Utility’s protection and control, substation physical, and SCADA/settings team: in charge of employee engagement, performance reviews, interviewing/hiring, work quality, budgets and schedules, mentorship and growth, proposal development, and project execution
  • Prepare and review proposals including preparation and review of comprehensive project scopes of work and accurate man-hour estimates
  • Provide technical training and mentorship to junior staff
  • Understand and apply industry standards, applicable state and federal safety codes, regulatory compliance requirements and construction codes to projects
  • Collaborate with our internal team of human resources (HR), project management office (PMO), and financial team members to align the objectives of the CLWBEU team with the objectives of the city
  • Manage material specifications, contracts, and available stock for the reliability of the system
  • Manage CCNA and other pertinent multi-year contracts for engineering and construction in coordination with the city’s purchasing department
  • After hours on-call for transmission, substation, protection, or SCADA issues.
