About The Position

Position Description: The Transition Property Manager (TPM) is a high-impact, results-driven role responsible for stabilizing occupancy and improving leasing performance across Foundation Communities’ multifamily portfolio, spanning approximately 21 properties in Austin, Texas.  This position is assigned to communities in lease-up and / or experiencing leasing, occupancy, or operational challenges and may rotate based on organizational priorities and performance improvement needs. The role partners closely with site teams, Family Property Management leadership, and Compliance to drive measurable results, improve systems, and strengthen long-term site performance. The ideal candidate brings a strong track record in affordable housing leasing, understands compliance requirements, and thrives in fast-paced, problem-solving environments.

Requirements

  • Minimum 3–5 years of affordable property management experience
  • Demonstrated experience with lease-ups or stabilized affordable portfolios.
  • Strong understanding of compliance programs (LIHTC, HUD, or similar preferred).
  • Proven ability to manage multiple priorities and deadlines.
  • Strong organizational and communication skills.
  • Experience training and supporting onsite teams.
  • Proficiency with property management software and compliance platforms.

Responsibilities

  • Partner with site staff and Family Property Management leadership to develop and execute strategies that increase leasing traffic and occupancy.
  • Analyze marketing performance, traffic sources, and leasing data; implement targeted strategies to improve conversion and lease-up velocity.
  • Track and report daily leasing activity, including traffic, applications, approvals, move-ins, and occupancy.
  • Identify operational or compliance bottlenecks and implement corrective actions to keep lease-ups on schedule.
  • Maintain ownership of lease-up and stabilization targets and performance metrics.
  • Audit leasing processes, procedures, and online lead sources; provide recommendations for improvement to leadership.
  • Ensure all leasing activities comply with company policies, Fair Housing, ADA, FCRA, and other applicable regulations.
  • Serve as the primary liaison between Property Management and Compliance teams for assigned critical assets.
  • Support onsite teams with income qualification reviews, file completeness, unit designations, and program requirements.
  • Review files for accuracy and completeness prior to submission to Compliance.
  • Track approval status and communicate next steps to onsite teams.
  • Ensure compliance issues are addressed promptly and corrective actions are implemented.
  • Ensure leasing offices and models are prepared, professional, and tour-ready.
  • Verify leasing binders, hot sheets, and required materials are complete and ready daily.
  • Conduct competitor shops and maintain a comparison of at least five comparable communities per site
  • Provide hands-on guidance, coaching, and training to onsite leasing staff.
  • Train teams on lease-up procedures, documentation standards, timelines, and best practices.
  • Establish standardized workflows and expectations for application processing.
  • Support staffing plans during high-volume leasing periods.
  • Mentor onsite staff to build sustainable operational strength post-stabilization.
  • Develop and implement standardized lease-up procedures, tools, trackers, and reporting templates.
  • Serve as the central communication hub for lease-up and stabilization progress.
  • Coordinate cross-functionally with Operations, Compliance, Maintenance, and Marketing.
  • Escalate risks early and propose actionable solutions.
