About The Position

King County Metro Transit is seeking a forward-thinking and detail-oriented Transit Project Control Engineer III to join the Capital Division. This role oversees contract and project administration services within the Project Controls Office (PCO) to ensure the success of Metro's Capital Improvement Program (CIP). The PCO currently consists of 18 team members supporting customers both inside and outside the Division, with two sub-work groups: Contract Administration Services and Project Administration Services. Metro's CIP aligns with its long-term goal to leverage public transit for a healthier, more equitable, thriving economy, and sustainable environment.

Requirements

  • Four (4) years of increasingly responsible experience in public works, contracting, construction cost and/or scheduling.
  • A Bachelor's degree in engineering, business administration or closely related field, OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work.
  • Knowledge of project control techniques and principles.
  • Ability to communicate with technical and non-technical individuals on project controls topics.
  • Ability to work on multiple projects with competing priorities while providing technical assistance to team members.
  • Excellent writing, verbal communication, and research skills.
  • Proficient in Microsoft Office Suite such as Excel, Word, Outlook, Teams, Bluebeam and SharePoint.
  • Ability to establish and maintain relationships with peers along with external and internal customers.
  • Ability to gather and analyze data, organize, and present data or information to a varied audience.
  • Valid Washington State driver's license (or ability to obtain Washington State driver's license upon hire) or alternate ability to travel to off-site locations.

Nice To Haves

  • Three years of experience in capital contract administration.
  • Demonstrated ability to apply excellent customer service skills both orally and in writing, including the ability to provide professional and courteous service.
  • Working experience or familiarity with cost/scheduling software packages including the ability to combine schedules for interdependent projects.
  • Ability to consistently manage a multitude of projects and deadlines.

Responsibilities

  • Provide support and technical assistance to team members performing project and/or contract administration services, ensuring timely completion of assignments and tasks consistent with contract terms and department and county procedures and policies.
  • Develop, maintain, and closeout project schedules utilizing standardized templates consistent with established standard works, policies, and procedures.
  • Create, maintain, and track various elements of a project schedule, including Costs (Estimates & Actuals), Project Activity Completion, internal resource identification & usage, Risk Register, and Lessons Learned.
  • Monitor and update Estimate-At-Completion (EACs) throughout the life of the project for reporting purposes.
  • Facilitate the gathering of resource estimates from the project team, review data with the Project Manager or designee, and load into project schedules.
  • Attend project team meetings as a core member to facilitate schedule updates, seek clarification, and report out (either Power BI and/or dashboard as required).
  • Review and furnish comments on work order scopes, Level-of-Effort (LOE), etc., for compliance with relative contract scope of work.
  • Maintain and update various trackers and/or logs, including the Comprehensive Project Management Tool, correspondence, submittals, requests for information, change orders and amendments, and field directives.
  • Monitor and track contingency status.
  • Provide various status reports on program or project costs.
  • Analyze costs and forecast changes on assigned projects.
  • Monitor and report project and initiative progress with spending and other reported data to project team members and leadership, as requested.
  • Prepare cost and schedule analysis reports for programs/projects as assigned.
  • Prepare cashflow analysis reports for programs/projects.
  • Participate in the analysis of reports and prepare relevant documentation as requested.
  • Participate in discussions at team and unit meetings on various Equity and Social Justice topics.
  • Participate in the creation or revision of Standard Process documentation from inception to completion and serve as a Point of Contact to both section and Capital colleagues.
  • Review contract documents including change orders, amendments, and invoices to ensure compliance with County policies, procedures, and processes.
  • Compile, research, assemble, and manage project data using SharePoint, Bluebeam, Adobe Acrobat Pro, Microsoft Excel, Word, and Teams.
  • Perform other contract and project administration duties or special projects as assigned.
