About The Position

The Transit Data Systems & Reporting Analyst serves as the steward of Metro's transit data systems of record, ensuring the accuracy, integrity, and reliability of operational, ridership, performance, and revenue-related data used for decision-making, regulatory reporting, and financial accountability. The position develops and maintains reporting processes, monitors system performance, and supports compliance with Federal Transit Administration (FTA) and National Transit Database (NTD) reporting requirements. This role partners with Operations, Finance, Information Technology, Planning, vendors, and external agencies to improve data quality, reporting capabilities, and organizational performance. Success in this role requires a systems-thinking mindset, intellectual curiosity, and the ability to translate operational insights into improved data quality, reporting accuracy, and business processes.

Requirements

Knowledge of database management, data warehousing concepts, and data integration processes.
Strong analytical skills with proficiency in Excel, SQL, Power BI, Tableau, Access, or similar reporting and analytics tools.
Knowledge of statistical analysis, data validation techniques, and performance measurement methodologies.
Understanding of transit operations, including scheduling, service delivery, ridership measurement, and performance management.
Ability to analyze complex systems and understand the relationship between operational, financial, and regulatory data.
Ability to develop automated reporting solutions, dashboards, and data quality monitoring processes.
Strong attention to detail with a focus on accuracy, reconciliation, and internal controls.
Ability to communicate technical concepts effectively to non-technical audiences.
Strong collaboration skills with Operations, Finance, Planning, Information Technology, executive leadership, vendors, and external stakeholders.
Ability to manage multiple projects and lead cross-functional problem-solving efforts.
Ability to investigate anomalies, identify root causes, and recommend process improvements.
Ability to work at a computer for extended periods while analyzing data, preparing reports, maintaining databases, and developing dashboards.
Ability to communicate effectively in person, by phone, virtually, and in writing with internal and external stakeholders.
Ability to read and interpret reports, regulations, financial records, technical documentation, and operational data.
Ability to perform repetitive hand movements associated with keyboarding, data entry, and use of computer software applications.
Ability to move throughout office and operational environments as required.
Ability to occasionally lift and carry files, records, reports, and office materials weighing up to 25 pounds.
Regular and reliable attendance is essential.

Nice To Haves

Experience supporting NTD reporting, FTA compliance activities, audits, compliance reporting, fare revenue analysis, financial data validation, and transit technology systems such as APC, automated vehicle location (AVL), fare collection, scheduling, or related operational systems preferred.

Responsibilities

Serves as the business owner and steward for transit data systems of record, including ridership, automated passenger counter (APC), fare collection, scheduling, vehicle location, and related operational data systems.
Develops and maintains processes to ensure data accuracy, completeness, consistency, and timeliness across multiple systems.
Monitors system integrations and data transfers and identifies, investigates, and resolves data quality issues.
Develops and maintains data validation procedures, exception reporting processes, and audit trails to support reporting accuracy and transparency.
Serves as a liaison between agency departments, vendors, and technology partners to support system maintenance, troubleshooting, and enhancements.
Leads the preparation, validation, documentation, and submission of NTD reports and other required regulatory reports.
Maintains reporting methodologies, sampling plans, supporting documentation, and compliance records.
Monitors regulatory changes and recommends modifications to reporting and data collection practices.
Designs, develops, and maintains dashboards, scorecards, databases, reporting applications, automated reports, and data visualization tools.
Develops automated analyses to identify data gaps, unusual trends, equipment failures, and reporting exceptions.
Evaluates automated passenger counter, fare collection, scheduling, computer-aided dispatch, and automated vehicle location data to ensure accuracy and reliability.
Conducts root-cause analyses of discrepancies and recommends corrective actions.
Supports fare revenue monitoring, reconciliation, and financial accountability through data analysis and validation activities.
Collaborates with Finance to ensure the accuracy of revenue reporting and internal controls.
Assists with audits, compliance reviews, and requests for operational, ridership, and financial information.
Develops analyses supporting service planning, scheduling, operational performance monitoring, and strategic initiatives.
Investigates ridership trends, service delivery performance, and operational anomalies and communicates findings to stakeholders.
Maintains documentation related to data definitions, business rules, reporting methodologies, and quality assurance processes.
Serves as a subject matter expert for agency performance metrics, reporting methodologies, and data governance practices.
