About The Position

The Division of Family & Community Services is seeking to hire a dynamic, organized, detail-oriented administrator to oversee the Bureau of Local Office Transactions & Support Services. The Transaction & Support Services Administrator will manage a central unit, including Social Security Administration (SSA) Programs Control, Newborn Unit, Office 238 (Medicaid Waiver cases) and Funeral and Burial, that provide support to DHS Family & Community Services statewide. The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services. Through our programs, services and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.

Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with course work in a social or human services field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative public assistance experience in a health or human services field.

Nice To Haves

  • Three (3) years of professional experience interpreting and implementing policies, procedures, and goals of a public assistance program for a private or public organization.
  • Three (3) years of professional supervisory experience supervising over 10+ subordinates including professional administrative staff, assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, and preparing and signing performance evaluations.
  • Three (3) years of professional experience developing methods, eligibility systems, and investigation techniques for a public assistance program for a public or private organization.
  • Three (3) years of professional experience directing programs, service objectives, activities, and operations of a public assistance program.
  • Three (3) years of professional experience working with external stakeholders relative to improving the delivery of services to public assistance customers.
  • Two (2) years of professional experience working with rules, policies, and procedures of federal agencies such as Social Security Administration (SSA).

Responsibilities

  • Serves as the Administrator for Transactions & Support Services.
  • Serves as full line supervisor.
  • Establishes and maintains working relationships with federal, state and local officials, civic leaders, medical providers, funeral and burial providers, retailers, hospitals, health departments, community-based organizations and local Department of Human Services (DHS) offices to improve the delivery of services to welfare customers.
  • Directs staff in the addition of newborns, corrections of Buy-In and central budgeting data files, administration of Consolidated Omnibus Budget Reconciliation Act (COBRA) cases and funeral and burial claims.
  • Plans, develops and implements methods, systems, investigation techniques, processes designed to effectively monitor and regulate the programs for which the position has principal accountability.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
