About The Position

The Department of Citywide Administrative Services (DCAS) aims to enhance city government functionality for all New Yorkers. DCAS manages New York City’s courthouses and municipal buildings, and procures over $1 billion annually in goods and services for more than 80 City agencies, ensuring their operational success. The Real Estate Services (RES) division of DCAS handles the City’s real estate needs, including space planning and management of 37 million square feet, acquisitions, sales, dispositions of City-owned real estate, architectural design, project management, zoning and land use analyses, property valuation, and financial analysis of real estate transactions. The RES Leasing unit specifically focuses on securing space for City agency operations and negotiating leases and licenses for privately-owned buildings, ensuring cost-effectiveness and adherence to City policies and procedures. This role is within the RES Leasing unit.

Requirements

  • Currently serving permanently in the title of Principal Administrative Associate or reachable on the Principal Administrative Associate civil service list.
  • A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
  • A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above; or
  • Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.

Responsibilities

  • Work with Transaction Managers to research and analyze market comparables, and other market data to assist in lease negotiations.
  • Assist the Transaction Managers in preparing requests and forms related to the lease or license process.
  • Maintain and update various department databases.
  • Assist in creating and distributing project status reports and other reports.
  • Prepare the close-out files related to leases or licenses that are fully executed.
  • Help Transaction Managers to organize meetings with internal staff, agencies and outside entities.
  • Assist the Transaction Managers in drafting correspondence, term sheets and other basic leasing items.
  • Participate in meetings to obtain information or provide updates to the attendees.
  • Assist in the follow up to obtain “deliverables” for meetings such as the ARC meetings.
  • Work on ad hoc Leasing Department initiatives and processes.
  • Assist Transaction Managers or other staff to prepare for City Planning public testimony regarding the acquisition of real property on behalf of the City.
  • Assist in the preparation and presentation of Acquisition Review committee (ARC) packages and its required documentation.
  • May assist in overseeing College Aides.
  • Act as a Transaction Manager for assigned lease projects.
  • Review estoppel and SNDA requests for accuracy.
