About The Position

The Department of Developmental Services (DDS) is excited to hire a talented learning and development professional as a Training Technician III to support employee growth and development. The Training Technician III supports DDS's statewide staff development program, reporting to the Statewide Director of Learning and Development, as a member of the Statewide Learning and Development Unit. The incumbent’s work combines five core areas of practice: learning technology (administering the Department's LMS (Learning Management Software) and related platforms, and course authoring tools); data analysis (collecting and analyzing training data to evaluate completion, compliance, and effectiveness, and to inform curriculum decisions); instructional design (applying evidence-based and performance-consulting methods — including needs analysis — to develop training and support materials aligned to on-the-job outcomes); systems training (supporting staff adoption of the Department's core business and collaboration platforms); and project management (coordinating timelines, stakeholders, and logistics for training initiatives delivered to DDS staff, provider staff, families, and individuals.

Requirements

• At least four years of full-time, or equivalent part-time, professional experience in teaching, instructing or training work which included the planning, development or implementation of educational or employee training programs as a major duty
• Of which at least one year must have been in an administrative, managerial or supervisory capacity
• A Bachelor's degree with a major in education may be substituted for maximum of two years of the required (A) experience.
• A Graduate degree with a major in education may be substituted for three years of the required (A) experience.
• Educational substitutions will only be permitted for a maximum of three years of the required (A) experience.
• No substitutions will be permitted for the required (B) experience.
• Education toward such a degree will be prorated on the based of the proportion of the requirements actually completed.

• Proficiency in collecting and analyzing data from multiple sources (LMS, survey tools, data management systems) to evaluate training completion, compliance, and effectiveness, and to inform curriculum development and revision.

• Understanding of workforce learning, evidence-based practice, performance expectations, etc. Understanding of performance consulting principles and needs-analysis methods to identify root causes of performance gaps and determine appropriate training vs. non-training interventions.

• Ability to exercise discretion in handling confidential information, and ability to exercise sound judgment.
• Maintain a safe and healthy training environment following the Department’s standards and legal regulation
• Demonstrated ability to write concisely, express thoughts clearly and develop ideas in a logical sequence.
• Excellent written and verbal communication skills; able to be effective in communicating with others in a variety of roles in and outside of the department.
• Experience supporting or training staff on enterprise business systems (e.g., Human Resources/records, case management, or collaboration platforms) as part of broader technology adoption efforts.

Responsibilities

• Administer the LMS – user provisioning, course assignments, reporting and trouble shooting.
• Oversee Constant Contact licenses and access for DDS learning and Development.
• Support systems integration and training for the Department’s core business and collaboration platforms (e.g., HR/case management systems, SharePoint, Teams, etc.), partnering with system owners to develop related training content.
• Maintain content libraries, archiving obsolete courses, version control.
• Design and develop training and support materials grounded in performance consulting and action-mapping methodologies, conducting needs analysis to distinguish training from non-training solutions and developing evaluation measures aligned to on-the-job performance outcomes.
• Collaborate with key stakeholders, subject matter experts, and other relevant DDS employees to identify training needs and develop performance expectations. Lead instructional design strategy to have the greatest impact on identified outcomes. (eLearning, synchronous, hybrid, supervisor support material, job aids, communities of practice, etc.)
• Review existing agency training and development programs for effectiveness as long as long-term goals and plans.
• Collect and evaluate training data to support and identify success and areas for improvement for meeting staff and departmental needs.
• Facilitate learning events on-line and in person that meet current and emerging learning and development needs of the Department and Provider staff, and families, and individuals, as appropriate.
• As assigned, provides and administratively supports training technology and resources. Ensures that content of training reflects and supports current DDS practice, regulations, and policy.
• Participate in regional and statewide committees assigned to support and advance the Department’s initiatives.
• Collaborate with local and statewide training staff members, other agency staff, and other relevant constituents to advance staff development needs.
• Remain current in emerging instructional technologies and current research in workplace learning.
• Ensure content meets accessibility and technical standards before publishing.
• Other duties as assigned to support the Commonwealth DDS staff development needs and initiatives.
