About The Position

The purpose of this position is to assess the needs of business, industry, agencies, organizations, and RCC, and recommend, build, grow, and/or maintain education/training solutions. Building relationships with internal and external partners and professionally representing the college is crucial. This position coordinates all aspects of programs and courses including strategizing, planning, budgeting, instructor administration, student administration, course logistics, and creatively solving problems to benefit all stakeholders. This position is actively involved in budgeting processes with a focus on fiscal accountability, revenue development, and cost control. Primarily serves Josephine and Jackson counties, with additional service areas when appropriate to benefit our neighboring rural communities.

Requirements

  • A Bachelor’s degree in Business Administration, Management, Education or a related field is required.
  • A minimum of three years experience related to the area of assigned responsibility is required.
  • Only degrees received from an accredited institution will be accepted: accreditation must be recognized by the office of degree authorization, US Department of Education, as required by ORS 348.609.
  • Final candidate will be required to provide official transcripts for required degree.
  • Any satisfactory equivalent combination of education and experience which ensures the ability to perform the essential functions of the position may substitute for the requirement(s).
  • Pass a criminal background check.
  • For assignments requiring operation of a motor vehicle, possession of a valid Oregon Driver’s License or the ability to obtain one within 30-days of employment, and maintenance of an acceptable driving record are required.

Responsibilities

  • Responsible for creating all courses outlines, coding with appropriate ACTI and CIP codes.
  • Develops quarterly class schedule for industry partners, school districts, and the college.
  • Responsible for student cycle management in assigned programs.
  • Registration system configuration including the creating policy and process for payments, refunds, transfers, drops and agency payments.
  • Creates and tracks annual budget for assigned programs and courses.
  • Direct all department purchase orders, coordinates with vendors for invoicing and receipts, tracks through authorization to adhere to stakeholder timelines.
  • Ensures all training equipment is current in regards to industry standards.
  • Establish and maintain professional relationships with internal and external partners.
  • Maintains compliance with governing, licensing, and certifying entities.
  • Acts as the designated representative for external compliance audits and addresses findings and recommendations.
  • Certifies to federal and state agencies the student and program requirements have been met.
  • Evaluates training delivery, course materials, and equipment.
  • Assists with strategic recruitment and advertising to enhance visibility, engagement, and growth opportunities for the department.
  • Identifies expenses, revenues, and budgets for each training.
  • Procures material, services, and equipment.
  • Coordinates and assists with development of program curriculum.
  • Finds and applies to grants relevant to assigned programs.
  • Schedule and coordinate instructor assignments ensuring compliance with qualifications.
  • Negotiate instructor’s rate of pay and manage notice of assignments and approve timecards.
  • Ensures that programmatic instructor qualifications are in compliance based on organization policies and governing bodies.
  • Manage and mediate conflicts between instructors and escalate to Director/Dean as needed.
  • Responsible for interviewing, recruiting, hiring and onboarding of instructors.
  • Observes instructors and provides feedback for evaluations to the Director/Dean.
  • May participate in College committees as assigned.
  • Engages in professional growth opportunities as assigned.
  • Performs other duties as assigned.
