About The Position

Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time FCC Training & Exercise Specialist in Falls Church, VA, with occasional travel to other performance locations. This position is contingent upon the award of a federal contract. Performance will predominantly occur at the Defense Health Headquarters (DHHQ), supporting the Bureau of Medicine and Surgery, with additional locations near Portsmouth, VA; Jacksonville, FL; San Diego, CA; Camp Pendleton/Oceanside, CA; and Los Alamitos, CA. Work is expected to follow a 60/40 split between Government and Contractor sites at DHHQ, with remote work opportunities available subject to Government approval.

Requirements

  • Bachelor’s degree in a relevant field (Emergency Management, Homeland Security, Public Policy, or related discipline).
  • Minimum of 5 years of relevant professional experience; OR in lieu of degree, 10 years of progressively responsible experience.
  • Successful completion of the Federal Coordinating Center (FCC) Course within the last 3 years or willingness to enroll within 180 days upon onboarding.
  • U.S. Citizenship required.
  • Ability to obtain and maintain a Tier 3 security clearance with SECRET eligibility (required for FCC-related duties); or Tier 3 clearance (No Eligibility) for other functions.
  • Proficiency with Microsoft Office Suite and collaboration tools.
  • Excellent written and verbal communication skills.

Nice To Haves

  • Experience supporting FCC training programs and readiness initiatives.
  • Familiarity with BUMED training directives and DoD training compliance frameworks.
  • Experience evaluating large-scale emergency management exercises and training effectiveness.
  • Strong organizational and data tracking skills for training documentation and reporting.

Responsibilities

  • Develop and maintain the annual Federal Coordinating Center (FCC) Training Plan.
  • Maintain Individual Training Records for FCC staff to ensure compliance and readiness.
  • Coordinate training requirements with Department of War (DoW), NDMS, FEMA, HHS, and BUMED stakeholders.
  • Identify training gaps and implement corrective actions to improve program effectiveness.
  • Coordinate Reserve and Active Component integration training activities.
  • Ensure compliance with BUMEDINST 3440.10C and applicable DoW directives.
  • Coordinate and evaluate emergency management exercises, including tabletop and full-scale events.
  • Develop exercise training materials, After-Action Reports (AARs), and exercise planning packages in accordance with federal standards.
