You can learn about our benefits here: https://humanresources.baltimorecity.gov/hr-divisions/benefits Job Summary The Trail Manager/Operations Specialist I oversees daily operations of Trail Maintenance Program as well as managing the work of skilled and unskilled workers engaged in the tree removal, tree clearing, limbs, brush, vegetation, and debris removal construction, maintenance, and repair of Pervious and Non-Pervious trails.

Requirements

  • Education: Have an associate's degree from an accredited college or university.
  • OR Equivalency Notes: Have an equivalent combination of education and experience.
  • Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit.
  • PROVISIONAL DRIVER’S LICENSES ARE NOT ACCEPTABLE.
  • NOTE: YOU MUST UPLOAD A COPY OF YOUR VALID DRIVER’S LICENSE WITH THE APPLICATION AT THE TIME OF APPLYING.
  • Thorough knowledge of English usage.
  • Thorough knowledge of reference and research methods and techniques used in collecting, compiling, and organizing data.
  • Thorough knowledge of moderately-complex analytical principles and techniques.
  • Demonstrated ability to prepare and present reports.
  • Demonstrated ability to establish and maintain working relationships with co-workers and the general public.
  • Demonstrated ability to explain an agency’s purpose, programs, and operations.

Responsibilities

  • Oversees daily operations of Trail Maintenance Program as well as managing the work of skilled and unskilled workers.
  • Evaluates, reviews and projects budget expenditures.
  • Evaluate policies and procedures to ensure compliance.
  • Conducts staff meetings for the purpose of providing information and/or training.
  • Inspects trails, trail amenities, and facilities to observe and evaluate work progress.
  • Develops operational and capital budgets for program.
  • Investigates and resolves complaints from the public and City officials relative to trail operations,
  • Reviews and approves plans for trail designs and improvements, park facilities; studies and recommends improvements in trail. operations, services, and facilities
  • Develops and implements safety programs for the Trail Maintenance program.
  • Responds to service requests regarding trail-related issues and concerns (e.g. illegal dumping)
  • Attends special events and activities; attends city and state legislative meetings that pertain to issues concerning. trail operations.
  • Speaks with the public and community organizations.
  • Attends professional conferences, meetings, staff meetings, community meetings, departmental meetings, workshops, seminars, and association meetings to enhance knowledge, skills, and abilities related to coordination of trail operations and activities.
  • Spearheads the coordination and development of professionals’ workshop training; monitors sessions; work with others to develop and establish new practices and procedures relative to complex and varied trail operations.
  • Approve leave request, meet with administration and human resources, evaluate employees.
  • Participate on interview panels, ensure staff maintain driver certifications and licenses, conduct safety and staff meetings.
  • Hires employees and when necessary, disciplines personnel; takes and recommends specific action for personnel matters.
