About The Position

The Department of Transportation and Infrastructure (DOTI) is seeking an innovative and outward-facing transportation professional to serve as the manager of the Transportation and Mobility Engineering team. This high-performing team is responsible for ensuring the safety, performance, and reliability of Denver’s transportation system. This position will champion Vision Zero and the Safe Systems approach, bringing both deep technical expertise and proven leadership skills to foster innovation and support staff’s growth and development. The successful candidate will provide public representation for DOTI, serving as a visible, trusted voice both internally and in the community. This position will report directly to the division Director / City Traffic Engineer (CTE). It will be a member of DOTI’s Core Leadership Team and will work closely with the CTE and Deputy CTE to deliver services related to safety engineering and design, policy, standards, rules, and regulations, system optimization and performance management, traffic regulation and control, customer service and public engagement/representation, and technical subject matter expertise in traffic and transportation engineering for all modes.

Requirements

  • Bachelor's Degree in Engineering or Architecture.
  • Three (3) years of experience at the type and level of functional or operational management, which must have included supervising licensed engineers or architects.
  • Valid Driver's License at the time of application.
  • Registration as a Professional Engineer (PE) by the Colorado State Board of Registration for Professional Engineers at the time of application, or registration as an Architect by the Colorado State Board of Registration at the time of application. Registration in another state will be accepted in lieu of this requirement, provided that the applicant has Colorado registration at completion of probation.

Responsibilities

  • Lead, supervise, and develop a team of engineers, analysts, and technical professionals.
  • Set team priorities, allocate resources, and manage budgets and business planning.
  • Foster a culture of innovation, collaboration, inclusion, and continuous improvement.
  • Provide mentorship, coaching, and technical guidance across the organization.
  • Build and maintain strong partnerships across DOTI, city departments, and external agencies.
  • Represent DOTI in public forums, stakeholder meetings, policy discussions, and media engagements.
  • Serve as a visible ambassador for the division—comfortable speaking publicly and advocating for transportation initiatives.
  • Support and/or lead coordination with regional, state, and federal partners, as well as community organizations.
  • Work collaboratively with DOTI’s Vision Zero team to implement Vision Zero and Safe Systems projects, including systemic safety programs and data-driven risk mitigation.
  • Develop and implement citywide safety strategies, policies, and standards across all modes.
  • Establish and track performance metrics related to safety, mobility, and system effectiveness.
  • Advance and refine traffic and transportation engineering policies (e.g., speed management, multimodal design guidance, mitigation practices, maintenance of traffic for construction).
  • Improve system operations through enhanced signal timing strategies, congestion mitigation, and multimodal performance optimization.
  • Ensure compliance with applicable standards (e.g., MUTCD, AASHTO, ADA, and state regulations).
  • Support long-term system reliability, maintenance, and asset management.
