About The Position

This position performs supervisory and technical work managing the installation, maintenance, repair, and efficient operation of the City of Gainesville's traffic signal infrastructure and all related activities of the Traffic Signal Section within the Traffic Operations Division of the Public Works Department. Responsibilities include direct supervision of traffic signal staff, coordination of complex traffic control systems and detection technologies, ensuring field compliance [including American with Disabilities Act (ADA) and Florida Department of Transportation (FDOT) standards] of construction plans, managing preventative maintenance programs, assisting with reporting for reimbursements, coordinating with internal and external agencies, coordination for fleet management fleet, and overseeing underground utility locates. The single position allocated to this classification reports to a designated supervisor and works under general supervision. Work in this class is distinguished from other classes by its emphasis on supervisory responsibilities related to traffic signal field operations.

Requirements

  • Graduation from high school or possession of any acceptable equivalency diploma and five (5) years of experience in the installation, maintenance, and repair of complex traffic signal systems and controls, which includes three (3) years as a Traffic Signal Technician Lead or equivalent level at another municipality, utility, or government agency in a supervisory capacity.
  • Valid driver's license required.
  • Valid Florida driver's license required within 30 days of start date and at all times while employed in this classification.
  • Commercial Driver License (CDL) may be required to meet the department’s operational needs.
  • International Municipal Signal Association (IMSA) Traffic Signal Technician Level II certification required upon start date.
  • International Municipal Signal Association (IMSA) Traffic Signal Technician Level III Certification required within six (6) months of start date.
  • International Municipal Signal Association (IMSA), Maintenance of Traffic, Intermediate Level Certification required within six (6) months of start date.
  • Knowledge of traffic signal controllers, cabinets, wiring, and associated hardware.
  • Knowledge of network cabling, systems, practices, placement, conduit design, lateral design, and building entrance design.
  • Knowledge of outside plant (aerial & underground) and inside plant network cabling installation, splicing, and testing methods and requirements.
  • Proficiency with various traffic detection methods (Video, Loop, Lidar, Radar).
  • Knowledge of network cabling interface requirements with network equipment, including Network Field Switches.
  • Knowledge of network cabling-related test equipment and tools, and the use of such equipment and tools.
  • Knowledge of Traffic Signal Preemption practices.
  • In-depth understanding of APS requirements and ADA regulations related to traffic signals.
  • Thorough knowledge of traffic management software.
  • Experience with utility locate procedures (Sunshine 811 process).
  • Strong diagnostic, troubleshooting, and problem-solving abilities.
  • Proficiency with standard computer software for record-keeping, reporting, and communication.
  • Thorough knowledge of occupational hazards and accident prevention methods in assigned areas of responsibility.
  • Thorough knowledge of city geography.
  • Thorough knowledge of the Manual on Uniform Traffic Control Devices and FDOT work zone practices.
  • Ability to read and interpret engineering drawings and plans.
  • Intermediate working knowledge of personal computers and related software.
  • Knowledge of City policies and rules, including non-supervisory employee collective bargaining agreements.
  • Ability to plan, schedule, organize, supervise, counsel, and discipline subordinates.
  • Ability to prepare reports, documentation, and correspondence as required.
  • Excellent written and oral communication skills as demonstrated by the ability to articulate complex information and issues clearly and concisely.
  • Strong interpersonal skills as demonstrated by the ability to interact collaboratively and productively and to establish and maintain effective working relationships with individuals of diverse backgrounds, including elected and appointed government officials, Charter Officers, City employees, representatives of other agencies, and the general public.

Responsibilities

  • Supervises, directs, assigns, reviews, and coordinates the work of skilled traffic signal technicians.
  • Supervises and prioritizes the dispatch of all traffic signal complaints and trouble calls received during normal business hours.
  • Supervises the construction, maintenance, and repairs of overhead and underground utilities associated with traffic signal infrastructure.
  • Supervises the locations of all underground traffic signal infrastructure.
  • Supervises the upkeep of the signal shop, such as keeping materials, supplies, and equipment in good order.
  • Provides technical guidance, training, instruction, and support to subordinates.
  • Performs timely, fair and non-discriminatory evaluation of performance of employees under their supervision.
  • Initiates or recommends discipline of employees in accordance with applicable bargaining agreements and City policies.
  • Manages and oversees the comprehensive maintenance, troubleshooting, and repair of the City's traffic signal control systems and associated hardware
  • Coordinates on the comprehensive maintenance, troubleshooting, and repair of the City's Fiber Optic Network Systems.
  • Manages and oversees the operations and comprehensive maintenance, troubleshooting, and repair of traffic signal infrastructure and all related field equipment, vehicles, and other hardware.
  • Makes recommendations regarding the purchase of vehicles, equipment, and other hardware devices utilized in Traffic Signal operation and maintenance.
  • Oversee activities related to various detection systems, including video, loop, and radar detection, and CCTV.
  • Assists in warehouse functions particular to Traffic Signal equipment.
  • Maintains records of labor, materials, and field activities related to traffic signals, including signal-related construction projects and underground utility locates.
  • Ensures proper function and compliance of specialized signal components such as Rapid Rectangular Flashing Beacons (RRFBs), Intersection Control Beacons (ICB), Traffic Warning Beacons (TWB), Pedestrian Flashing Beacons/School Flashing Beacons (PHB), Speed Activated Warning Beacons (SAWD), and Traffic Monitoring Cameras (TrMC).
  • Ensures traffic signal operations and pedestrian accessibility features, including Passive Pedestrian Detection and Audible Pedestrian Signal (APS) buttons, comply with current ADA regulations and other relevant federal/state standards.
  • Oversee the timely execution of the preventative maintenance program for all traffic signal assets.
  • Manages the accurate and timely reporting of preventative maintenance activities and assists with the reporting to FDOT to secure available reimbursements.
  • Serves as a key liaison and coordinates effectively with the state (FDOT), Alachua County, and other local agencies regarding traffic signal construction, inspection, maintenance impacts, and operational issues.
  • Communicates technical information clearly to diverse audiences, including government agencies, contractors, and the public.
  • Enters work orders and service requests into the City Works system.
  • Reviews, corrects, and field checks work orders and service requests related to traffic signals infrastructure, underground locates, prior to closing.
  • Refers work order for billing as needed.
  • Manages and coordinates all utility locate requests (e.g., Sunshine 811) within Alachua County pertaining to City of Gainesville Traffic Operations' fiber optic network and traffic signal infrastructure to prevent damage to city assets.
  • Manages the operational readiness, maintenance scheduling, and assignment of the Traffic Signal section's vehicle fleet.
  • Assists and provides oversight of the traffic signal budget and is responsible for ordering supplies and traffic signal equipment to maintain and upgrade the traffic signal infrastructure .
  • Participates in or oversees the inspection of new traffic signal construction projects, ensuring adherence to city specifications and standards.
  • Assists traffic signal technicians in analyzing complex signal malfunctions and directs appropriate repair strategies.
  • May coordinate or participate in emergency response activities related to traffic signal malfunctions, and knockdowns.
  • Participates and assists with Emergency Management Operations for University of Florida Division of Public Safety, football games, holiday parades, and police escorts.
  • Assists in short term and long-term resource and budgetary planning related to traffic signals.
  • Serve as project manager over traffic signal projects.
  • Assures all equipment, labor, and materials are purchased and installed by provided plans.
  • Assures all deadlines are met and projects stay within budget.
  • Maintains on-going safety program for the protection of the public and traffic signal section employees.
  • Provides guidance and assistance as needed with troubleshooting fiber optic network cabling circuit problems; installs, splices, terminates, tests and repairs fiber optic network cabling for the Traffic Operation’s Fiber Optic Network.
  • Assists with installing, operating, testing, and maintaining network LANs, WANs, Wireless LANs, and IP networks used for Traffic Management Systems.
