About The Position

Reviews, recommends, develops, and implements traffic calming measures on County-maintained roadways; provides technical data to be used by County staff for Santa Fe County road and transportation networks. This role administers and manages the Santa Fe County Traffic Calming Policy and makes recommended changes as needed, collaborating with the Traffic Manager. The technician reviews traffic calming petition files for technical accuracy, collects speed/volume data, conducts field inspections, and answers traffic-related questions and complaints. They analyze data related to traffic flow, accident rates, and proposed developments to identify appropriate traffic calming measures and operate traffic counters to assess vehicular and pedestrian traffic. Additionally, the role provides technical support regarding traffic control devices, places and secures traffic counters, attends meetings with the public and the Traffic Calming Steering Committee, and provides reference services to Elected Offices and County Departments. The position also involves drafting policies and procedures for records management, ensuring adherence to state retention schedules, recommending reformatting projects, providing records management training, and implementing procedures for Inspection of Public Record Act requests. The technician may supervise part-time volunteers or interns.

Requirements

  • High school diploma or equivalent
  • Four (4) years of work experience in traffic principles and practices, highway construction engineering or design or related field.
  • Knowledge of Public Works construction and engineering terminology.
  • Knowledge of traffic calming principles and practices.
  • Knowledge of safety regulations, road design, and land use easements.
  • Knowledge of regulations as set forth in the Manual for Uniform Traffic Control Devices (MUTCD) (latest Edition) and the ITE Traffic Calming State of Practice (latest Edition).
  • Knowledge of records management.
  • Skill in reviewing, evaluating and calculating LOS (Level of Service) at transportation facilities throughout Santa Fe County.
  • Ability to prepare accurate, complete and legible reports in English using correct grammar.
  • Ability to effectively interact with others.
  • Ability to express thoughts logically and communicate effectively both verbally and in writing.
  • Ability to operate various word-processing, spreadsheet, presentation, database, and traffic count software programs, as well as basic hand tools.
  • Ability to listen, express concern, accept criticism and maintain confidentiality.
  • Ability to exercise judgment, experience, and innovation in resolving citizen concerns.
  • Ability to compile, analyze and interpret data.
  • Ability to present information in a clear and concise manner, both verbally and in writing.
  • Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening.
  • Selected candidate must submit to and pass a county paid criminal background screening.
  • Selected candidate must possess and maintain a valid New Mexico Class D Driver’s License.
  • Candidate must obtain and/or maintain certifications required.

Responsibilities

  • Administers and manages the Santa Fe County Traffic Calming Policy and makes recommended changes to the policy as needed.
  • Reviews Traffic Calming petition files for technical accuracy.
  • Collects speed/volume data and conducts field inspections of existing roadway conditions.
  • Answers traffic related questions and responds to complaints and requests for information regarding traffic control regulations, plans, policies and procedures.
  • Analyzes data related to traffic flow, accident rates and proposed developments in order to identify appropriate traffic calming measures.
  • Operates traffic counters and records data to assess volume, speed, classification and movement of vehicular and pedestrian traffic.
  • Provides technical support regarding traffic control devices to other traffic technicians and laborers.
  • Places and secures automatic traffic counters and retrieves counters after count period ends.
  • Attends meetings with the public and the Traffic Calming Steering Committee members as needed.
  • Provides reference services to Elected Offices and County Departments.
  • Drafts policies and procedures related to records management for review by Departments and Elected Offices.
  • Maintains County Records and Archive Plan.
  • Ensures adherence to NM State retention and destruction schedules.
  • Recommends, implements and manages reformatting projects.
  • Prepares records for reformatting, including creation of targets, in accordance with Records Management Standards.
  • Provides records management training.
  • Implements County procedures for compliance with Inspection of Public Record Act requests.
  • Supervises part-time volunteers or interns as required.
