About The Position

Incumbents of positions in this series prepare or review plans, designs, specifications and cost estimates for engineering projects; prepare and/or review reports, studies and analytical data; perform calculations relating to engineering problems; perform engineering surveys; inspect construction and/or maintenance work; and perform professional engineering duties in such areas as highways, bridges, buildings and facilities all in accordance with sound engineering principles, applicable laws, regulations and standards. Requirements

  • At least five years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials.
  • At least three years must have been in a professional capacity.
  • At least one year must have been in a supervisory capacity.
  • Possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.

Nice To Haves

  • An Associate's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of one year of the required (A) experience.
  • A Bachelor's degree with a major in civil engineering or civil engineering technology may be substituted for a maximum of two years of the required (A) experience.
  • A Graduate degree with a major in civil engineering may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.
  • Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
  • No substitutions will be permitted for the required (C) experience.

Responsibilities

  • Supervise and coordinate the activities of subordinates to ensure efficient and timely completion of assignments.
  • Plan and assign work to subordinates according to the nature of the job to be accomplished.
  • Review the performance of subordinate employees in accordance with EPRS.
  • Assist the Traffic Design Supervisor in all aspects of design and review activities.
  • Apprise the Traffic Design Supervisor of activity status and any notable issues that arise.
  • Review traffic and safety related portions (signs and pavement markings, traffic signals, and related construction details and notes) of engineering plans, designs, specifications, and other documents for MassDOT transportation projects and Access Permit Applications in accordance with sound engineering principles and practices, and applicable regulations and standards, to ensure they conform to Federal, State, and MassDOT standards, policies, and procedures.
  • Perform technical reviews of transportation analyses, planning studies, functional design reports, estimates, scopes of work, and similar traffic studies, for MassDOT transportation projects, Access Permits, private developments in the MEPA process, etc.
  • Assist in the design and review of in-house design projects.
  • Attend meetings with other MassDOT sections, design consultants, contractors, and other groups and organizations to resolve technical comments.
  • Actively participate in Traffic Review Coordination meetings.
  • Actively participate in Traffic Planning Studies by reviewing the related documentation and attending meetings.
  • Perform other related work as required.
