About The Position

The Compliance Manager supports the implementation and ongoing enforcement of the Company’s compliance program, with a primary focus on global trade regulations and a secondary focus on U.S. federal contract requirements. This role demands an unwavering commitment to the highest standards of ethics and integrity. The Compliance Manager is responsible for planning and conducting internal audits, performing compliance assessments, and serving as a recognized subject matter expert in import/export compliance and demonstrated experience with U.S. federal contract compliance. As a strategic business partner, the Compliance Manager collaborates closely with leadership and operational teams across the organization to promote a culture of compliance and to proactively mitigate risk. This position reports directly to the Director of Compliance and Ethics.

Requirements

  • Minimum of 10 years of professional experience supporting operational business units in trade compliance and/or federal contract compliance matters.
  • Extensive knowledge and hands-on experience with U.S. export control regulations, including ITAR and EAR.
  • Strong knowledge of import and export regulations, including classification, licensing, jurisdiction, valuation, country of origin, and global trade documentation requirements.
  • Demonstrated experience with U.S. federal contracting requirements, including FAR, DFARS, and related standards such as Truthful Cost or Pricing Data (TINA), False Claims Act (FCA) obligations, and modified Cost Accounting Standards (CAS).
  • Working knowledge of DCSA requirements for cleared facilities, including personnel clearance, facility clearance, and NISPOM compliance.
  • Technical or operational background supporting DoD programs, with experience in areas such as controlled technical information, safeguarding requirements, cybersecurity-related compliance obligations, or corporate compliance and internal investigations.
  • Exceptional organizational and time-management skills, with a demonstrated ability to maintain outstanding attention to detail.
  • Demonstrated business acumen with experience developing innovative solutions and a successful record of problem-solving.
  • Ability to build effective working relationships and collaborate confidently with management, cross-functional partners, trade and government contract compliance staff, customers, U.S. Government officials, and external service providers.
  • Highly effective individual contributor, able to work independently while engaging and influencing personnel at all levels across the Company.
  • Excellent written and verbal communication skills, including the ability to prepare high-quality reports, summaries, findings, and training materials.
  • High proficiency with PC-based applications, including Microsoft Office and other compliance-related software tools.
  • Experience developing, implementing, and maintaining policies, procedures, and training programs to support trade compliance and federal contract compliance requirements.

  • Licensed U.S. Customs Broker (LCB) or equivalent professional trade compliance certification.

Responsibilities

  • Serve as a subject matter expert on U.S. export control regulations, including ITAR, EAR, trade embargoes, and anti-boycott rules.
  • Provide operational guidance and hands-on support to business units on export and import compliance matters.
  • Deliver expert support for compliance assessments, internal audits, and external reviews, offering informed recommendations.
  • Oversee the development, execution, and monitoring of remediation and corrective action plans.
  • Develop and deliver export compliance training programs for business unit personnel.
  • Assist in drafting, enhancing, and implementing company policies, procedures, and internal management systems related to U.S. trade laws.
  • Support export-compliance due diligence activities for potential acquisitions and assist in post-acquisition integration and training.
  • Provide operational support to business units on federal contract compliance obligations, including contract interpretation, clause analysis, flow-down requirements, reporting obligations, safeguarding requirements, and compliance with contract-specific terms and conditions.
  • Liaise with external counsel when specialized government contract support is required.
  • Conduct internal assessments, audits, and monitoring activities related to federal contract compliance.
  • Support remediation and corrective action plans resulting from federal contract compliance audits, investigations, assessments, government inquiries, or self-identified issues.
  • Provide compliance support for government audits and reviews, including interactions with oversight bodies such as DCAA, DCMA, and other federal auditing or surveillance entities.
  • Assist in drafting, updating, and implementing policies, procedures, and internal controls related to federal contract compliance.
  • Participate in due diligence for potential acquisitions as needed, evaluating federal contract compliance risks and assisting with integration, onboarding, and training of acquired entities.
