About The Position

The Town of Clarksville, IN is seeking an experienced municipal executive to serve as its next Town Manager. This role involves building productive relationships with elected officials, guiding a complex organization, and preparing the historic community for its future. The ideal candidate will be skilled in municipal finance, operations, and strategic planning, acting as an effective advisor within a partisan Council environment and committed to employee development, community engagement, and exceptional customer service. Clarksville is a welcoming community of approximately 24,000 residents offering a small-town atmosphere with immediate access to the amenities of the Louisville metropolitan area. The Town operates under a Council-Manager form of government, with the Town Manager appointed by the Town Council to direct day-to-day municipal operations. The Town Manager serves as the Chief Administrative Officer, directing the coordination, support, and operation of the Town’s municipal departments. The position requires an outgoing, creative, visionary, and collaborative leader skilled in intergovernmental relations and comfortable operating in a partisan-elected Council environment. Excellent "boardmanship" skills are desired, with the ability to work with elected officials both individually and collectively as a confident advisor in identifying and providing solid analysis regarding financial and operational implications of various policy actions to achieve strategic goals and outcomes for the community.

Requirements

  • Bachelor’s degree in Public Administration, Business Administration, Urban Affairs, or a related field, with demonstrated experience in municipal government, management, finance, or business administration.
  • At least five years of progressively responsible experience as a City or Town Manager or Assistant Manager, with demonstrated competency in public-sector operations and services.
  • An equivalent combination of education, training, and experience that provides the required knowledge, skills, abilities, and competencies may be considered.
  • Ability to establish residency within Clarksville’s corporate boundaries within six months of appointment and maintain legal domicile in the Town throughout employment.
  • Possession of, or ability to obtain and maintain, a valid Indiana driver’s license.

Nice To Haves

  • Master’s degree in Public Administration, Business Administration, Urban Affairs, or a related field.
  • Experience with economic development, redevelopment, strategic planning, brownfield remediation, grants, public-private partnerships, financial administration, and capital budgeting.
  • Certified Public Manager, ICMA Credentialed Manager, Redevelopment Administrator, Certified Economic Developer, Lean Six Sigma, or a comparable credential.
  • Collective bargaining and labor-contract administration experience.
