About The Position

Salt Lake County is seeking a highly enthusiastic Tobacco Control Program Manager to oversee the countywide Tobacco Control Program. This role involves managing tobacco enforcement activities, working with the Tobacco Prevention Program on department-wide initiatives, and supervising staff. The position is responsible for underage sales and compliance audits, permitting and inspections of tobacco retailers, outreach and education, budget administration, contract and grant oversight, and ensuring compliance with all relevant laws and regulations.

Requirements

  • Bachelor’s degree from an accredited college or university in Health Education, Health Promotion, Public Health, Public Administration, Nutrition, or other closely related field, plus four (4) years of related experience in a Public Health agency in education or health promotion; OR an equivalent combination of related education and experience.
  • Must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program.
  • A valid Driver’s License accepted by the State of Utah is required at the time of hire.
  • A valid Driver’s License issued by the State of Utah must be obtained within six (6) months of hire to operate a County vehicle.

Responsibilities

  • Oversees the countywide Tobacco Control Program.
  • Manages tobacco enforcement activities to ensure policies and procedures are followed.
  • Works with the Tobacco Prevention Program on department-wide initiatives for tobacco education, prevention, and enforcement.
  • Supervises staff within the Tobacco Control Program.
  • Administers the program's budget, oversees contracts and grants, and approves expenditures and purchasing.
  • Oversees tobacco enforcement activities to ensure compliance with laws, rules, regulations, ordinances, policies, and procedures.
  • Manages underage sales and compliance audits, permitting and inspections of tobacco retailers.
  • Conducts outreach and education to municipalities, the public, and tobacco retailers.
  • Develops and delivers warning letters, notices, and orders to businesses in non-compliance.
  • Works with enforcement staff on inspections, complaint investigations, surveys, monitoring, and investigations for various tobacco-related violations.
  • Oversees coordination with the district attorney’s office on legal matters and testifies in proceedings.
  • Assists with program budgets, contracts, and grant applications/proposals.
  • Oversees the creation, design, organization, publication, and provision of educational curriculum, programs, and materials.
  • Collaborates with the Tobacco Prevention Program to administer media, publicity, and community education/outreach efforts.
  • Ensures the Tobacco Control Program remains in compliance with Utah Code, State Rules, local ordinances, County policy, and procedures, and contractual obligations.
  • Provides presentations, written reports, and data to increase tobacco control compliance and awareness.
  • Represents the department on state and local committees related to tobacco control compliance and enforcement.
  • Provides guidance as a subject matter expert.
