About The Position

The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city. The Administration and Planning Division oversees administrative and operational services, including the Offices of Financial Management, Purchasing and Contracts, Operational Services, and Diversity and Inclusion. The Office of Employee Services (OES) manages human capital administration and workforce management, encompassing recruitment, personnel, civil service administration, labor relations, timekeeping, payroll, leaves of absence, benefits, and performance management. OES also administers agency-wide programs such as Conflicts of Interest Board (COIB) programs, Residency Requirement Administration, Remote Work Program Administration, Federal Tax Information (FTI) background investigation requirements, and Line of Duty Injury (LODI) policies. OES provides guidance on employee-related matters to ensure compliance with citywide and agencywide policies and liaises with various oversight agencies. OES is seeking a Time and Leave Coordinator to join the Time & Leave Administration team, reporting to the Supervising Time & Leave Coordinator.

Requirements

  • Candidates must have a permanent Principal Administrative Associate Civil Service title or are permanent in a comparable Civil Service title eligible for a 6.1.9 title change.

  • Indicate permanent Civil Service title in cover letter.
  • A baccalaureate degree from an accredited college and two years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
  • An associate degree or 60 semester credits from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
  • A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above; or
  • Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 year.

Responsibilities

  • Maintain accurate employee time and attendance records; processing leave, overtime, and adjustments in accordance with City policies, labor agreements, and payroll deadlines; resolve timekeeping discrepancies; and communicate with employees, supervisors, and other units to ensure compliance and timely, accurate pay.
  • Communicate with divisions and employees regarding time and leave matters and provide guidance.
  • Analyze daily, bi-weekly, and monthly PMS, CHRMS and CityTime reports for accuracy.
  • Review, interpret and apply time-sensitive updates to time and leave regulations and training materials to assist with employee training and refresher sessions.
  • Manage work schedules, shift changes and additional compensation actions; update and maintain CityTime approval organizational structures.
  • Reconcile bi-weekly payroll and notify the Time & Leave Supervisor of discrepancies requiring supplemental paycheck processing.
  • Perform complex and responsible administrative duties in support of the Director of Time and Leave Administration.
  • Review CityTime training materials and assist with employee training through new-hire orientation, refresher sessions, and ongoing support for employees, approvers, and the Timekeeping team.
  • Support with special projects or initiatives, as needed; participate in the implementation of new programs and initiatives.
  • Generate reports, conduct basic research and data analysis.
  • Utilize City HR systems such as CityTime, PMS, NYCAPS and CHRMS.
  • Access, review, manage, and communicate confidential information in accordance with guidelines.
  • Assume supervisory duties in the temporary absence of the supervisor, providing guidance to timekeepers.

  • This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.
