About The Position

Under the general supervision of the Supervisor of Roads & Traffic and technical direction and guidance of the Roads and Transportation - Lead Hand performs various tasks of inspecting and maintaining the City’s transportation network and related infrastructure, during the winter maintenance season, within approved policies and guidelines, and in compliance with legislative requirements, though the operation of a maintenance related equipment. Provides scheduled patrol of the municipal roadways during the winter season evaluating the need for winter control.

Requirements

Ontario Secondary School Graduation Diploma or equivalent.
1- year demonstrated experience in winter maintenance equipment operation, including but not limited to, single or tandem-axle trucks with snowplow equipment, light trucks, sidewalk machines and attachments, compressors, hand and power tools.
Working knowledge of the Occupational Health & Safety Act.
Must have knowledge and ability to use personal protective equipment (PPE).
Must have good hand-eye coordination, mechanical aptitude, alertness, and safety consciousness.
Must be comfortable working in close proximity to heavy equipment, traffic and in adverse conditions.
Familiar with winter Minimum Maintenance Standards – MMS, legal concepts as they apply to winter road maintenance and an understanding of road weather and able to recognize fundamental atmospheric and pavement conditions and accurately report changing conditions to the On-Call Supervisor.
Must have ability to communicate effectively, understand instructions, interact professionally with others, respond to general questions from the public and participate as an effective team member.
Ability to read, understand and interpret traffic control plans, safety notices, equipment operation manuals and safety data sheets.
Ability to complete vehicle maintenance checklists and other basic written communications.
Must have the ability to make good decisions related to winter control and function with minimum supervision.
Computer skills with the ability to use software such as Microsoft Office (Outlook), time and attendance systems, and road patrol platforms.
Ability to function effectively and safely in a variety of adverse environmental conditions.
Must be able to follow instructions, work independently or in a team environment.
Ability to complete forms, schedule, checklists, reports and maintain accurate records.
Ontario Driver’s Abstract Record required
Must possess a valid “G” Ontario Driver’s Licence and access to reliable transportation

Satisfactory Police Records Check

Possession of a valid “D” Ontario Driver’s Licence with “Z” endorsement is considered an asset

Responsibilities

Operates winter control equipment including snowplows and trucks with/without spreaders and sidewalk plows as required within established operating procedures in accordance with applicable policies and standards to ensure regulatory compliance.
Performs snow shovelling, sanding and salting of bus stops, crossing guard and other locations.
Performs winter road patrol (road inspection) of municipal roadways and walkway documenting snow and ice conditions.
Refers unusual situations to the attention of the Supervisor or designate, including unsafe working conditions, road safety concerns and other public safety issues so that appropriate action may be taken.
Discusses plans and priorities with the Supervisor or designate through timely communication during winter weather events.
Completes and ensures Daily Work Activity Report/Log are completed both manually and/or electronically, pre and post trip inspections are completed, and any deficiencies are reported to their Supervisor.
Maintains facility, tools, equipment and vehicles in a clean and tidy condition.
Performs routine maintenance on equipment. Fuels and lubricates (oil and grease) equipment and makes minor repairs (ie. sharpening, changing blades). Removing and installing buckets, brooms, harnesses, and plows.
Complies with all applicable regulations and requirements of the Occupational Health & Safety Act, The Highway Traffic Act, Federal and Provincial regulations, including Corporate, departmental, and divisional, policies, procedures and operating plans.
Completes and maintains departmental paperwork through field sheets and/or electronic devices including inspection and activity logs, work orders, maintenance record keeping, patrol records and weather conditions.
Pickup and disposal of garbage, needles, dead animals, and other debris as required.
Assists with road maintenance activities including asphalt laying, sidewalks and curbs, cleaning of vehicles, equipment and public works building. Assists with parks maintenance, as required.
Uses hand & power tools, operates light trucks, sidewalk plow, compressors, and street signing equipment.
Performs other such related duties, responsibilities and functions as may be assigned.
All activities are expected to be performed in a safe manner in accordance with the Occupational Health and Safety Act and its Regulations along with Corporate Safety policies, procedures and programs.
In addition, all necessary personal protective equipment must be used and maintained in good condition.
This position must be compliant with all provisions of the Occupational Health and Safety Act, related to “Duties of a Worker.”
