About The Position

Performs advanced and supervisory telecommunications work. Work involves selecting and integrating system components for voice and data telecommunications networks; installing, maintaining, and coordinating the installation and maintenance of telecommunications networks and computer hardware attached to these networks; and supervising the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE).
  • Major course work in Computer Science, Management Information Systems, Electronic Engineering, Telecommunications Management, or a related field preferred.
  • Four years full-time, wage-earning experience in installation, maintenance, and repair of telephone and PBX telecommunications systems to include cable splicing, cable and wiring installation, and remote programming moves and changes to electronic key and digital PBX systems.
  • Knowledge of telecommunications principles, equipment, procedures, and terminology.
  • Knowledge of applicable state and federal laws, rules, regulations, and statutes.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill in administrative problem-solving techniques.
  • Skill to interpret and apply rules, regulations, policies, and procedures.
  • Skill to analyze, diagnose, and resolve telecommunications problems.
  • Skill to supervise the work of others.
  • Ability to walk, stand, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs and ladders, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry 45 lbs. and over, perceive depth, operate a motor vehicle, and operate motor equipment.
  • Ability to work inside and outside, around machines with moving parts and moving objects, radiant and electrical energy, closely with others, alone, protracted or irregular hours, excessive heat, cold, humidity, dampness and chill, dry atmosphere, dust, fumes, grease, oils, solvents, at heights, on ladders or scaffolding, vibration, and travel by car, van, bus, and airplane.

Nice To Haves

  • Each year of experience as described below in excess of the required four years may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Corning Fiber Installation (CFI), Corning Fiber Testing and Troubleshooting (CTT), or an equivalent manufacture certification may be substituted for thirty semester hours from an accredited college or university.
  • Experience in the supervision of employees preferred.
  • Experience in the use of Autocad, Microsoft Visio, or equivalent blueprint programs preferred.
  • Knowledge of the analysis and design of telecommunications systems preferred.
  • Knowledge of Standards for Structured Cabling (EIA/TIA 568 Standards) preferred.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.

Responsibilities

  • Receives and responds to reports of trouble related to telecommunications and data equipment; uses electronic testing equipment to diagnose and solve telecommunications problems; and troubleshoots, repairs, tests, and installs telecommunications components to include cable and wiring and PBX systems.
  • Coordinates the planning and preparation for telecommunications network and systems equipment; performs systems moves and changes internally and by remote access; and coordinates and prepares reports supporting the operation and planning of telecommunications systems.
  • Develops operational and administrative policies and procedures; and maintains records of system performance and operations and equipment inventory to include developing and maintaining cable infrastructure drawings.
  • Maintains liaison with component vendors for proper operation and maintenance of equipment; and provides technical guidance and assistance with telecommunications problems and issues.
  • Supervises the work of others.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
