About The Position

This position oversees telecommunications work involving the design, installation, repair, and modernization of systems throughout the Department of Military and Veterans Affairs. The role ensures dependable service and supports statewide upgrades for both inside and outside plant infrastructure. As a Telecommunications Specialist 2, you will perform the following duties: Project Oversight: Coordinate and supervise the design, installation, renovation, and repair work for telecommunications projects. Infrastructure Design: Create plans for integrating buildings, developing distribution nodes, and upgrading major telecommunications hubs. Site Assessment: Evaluate copper and fiber systems, components, and cabling to determine how new systems fit into statewide infrastructure. Technical Troubleshooting: Resolve issues involving aerial and underground cabling, splice cases, demarcation rooms, and central office systems. Compliance Review: Inspect work to ensure adherence to project requirements, codes, standards, and safety practices. Team Supervision: Guide and direct subordinate staff performing telecommunications tasks in various facilities.

Requirements

  • One year as a Telecommunications Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • Four years of technical experience providing microcomputer support services that included information technology or telecommunications hardware and software installation, operation, and maintenance within a network environment
  • Four years of voice or data telecommunications experience that included two years of system design or configuration and two years of general telecommunications experience that involved: technical management of systems for commercial or governmental applications or technical work in the acquisition, installation, repair, or maintenance of commercial or governmental systems
  • Two years of technical experience providing microcomputer support services that included information technology or telecommunications hardware and software installation, operation, and maintenance within a network environment and an associate's degree in Microcomputer or Telecommunications Technology or other closely related field
  • Post high school training in telecommunications technology; data communications; or electronics with emphasis in telecommunications technology may be substituted on a year-for-year basis for the two years of general telecommunications experience, but may not be substituted for the required experience in system design or configuration
  • Four years or more of full-time experience in: the installation, splicing, testing and repairing of aerial cable (copper and fiber)
  • Four years or more of full-time experience in: the installation, splicing, locating, and marking of underground cable (copper and fiber)
  • Four years or more of full-time experience in: manhole inspections (e.g., pre-entry safety check, conduit integrity check, water and drain ingress check, cable racking and support assessment etc.)
  • Four years or more of full-time experience in: utility pole inspections (e.g., hardware assessment, probe testing, sound testing, bore testing etc.)
  • Must meet the PA residency requirement
  • Must be able to perform essential job functions
  • A conditional offer of employment will require submission of criminal history reports
