About The Position

The government requires a Construction Manager with telecom construction and/or design experience, that will be on-site for the duration of the Electronic Health Record Modernization Construction Project. This individual will provide professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM. This includes assisting the Contracting Officer and the Contracting Officer’s Representative in the areas of project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.

Requirements

  • Bachelors degree in Construction Management or similar technical degree.
  • Minimum of 10 years of experience in design and/or construction of telecommunications and data communications infrastructures.
  • Experience in healthcare and information technology (IT) projects/facilities is critical.
  • Ability to quickly understand and master requirements in Contract Documents.
  • Possess communication, language, and software skills.
  • Ability to utilize a variety of software programs to monitor, update, and produce work products.
  • Ability to read and interpret construction documents.
  • Ability to communicate effectively with project construction team members.
  • Provide EHRM project construction management and direction.
  • Work in close concert with the Electrical Engineer assigned to this effort.
  • Primary focus on Telecommunication Rooms, fiber/network infrastructure, and their relationship to the overall project.

Responsibilities

  • Coordinate pre-construction issues via Microsoft Teams conference calls.
  • Review the General Contractor's (GC) pre-construction submittals, including schedule, infection control plans, and phasing plans.
  • Review the GC's material submittals and shop drawings.
  • Review the GC's Requests for Information (RFIs).
  • Advise on the availability of long-lead time items identified by the GC.
  • Monitor and review budgetary cost accounting.
  • Administer construction contract change orders, including preparing cost estimates, reviewing cost proposals, and preparing change order packages.
  • Prepare and maintain daily diaries of project activities and events affecting construction.
  • Maintain a current project schedule, coordinate with the GC, and compare project progress against the Contractor (CM) schedule and the GC's schedule.
  • Address all schedule slippages and make recommendations for project adjustments.
  • Conduct or attend weekly or bi-weekly project meetings to review and monitor projects and schedules.
  • Review construction contractor payment requirements and prepare necessary forms for payment processing.
  • Keep thorough records of occurrences, contracts, and other construction-related matters for conflict resolution.
  • Monitor the services of an independent testing agency/laboratory for project-specific quality control testing and inspection.
  • Provide professional and technical expertise to support the 3rd party Commissioning Agent (CxA) for start-up, calibration, and certification of operating systems.
  • Assist the COR, CxA, and/or GC with commissioning services, including start-up planning, forecasting duration, estimating costs, determining objectives, organizing teams, testing system components, conducting performance tests, obtaining O&M material, and conducting/monitoring O&M training.
  • Maintain marked-up sets of project plans and specifications for as-built drawings.
  • Perform routine inspections of construction as work proceeds.
  • Identify work that does not conform to contract requirements and notify the VA and GC for correction.
  • Compile lists of defects and omissions and provide them to the contractor for correction.
  • Assist in relocation efforts.
  • Coordinate owner-supplied equipment.
  • Manage Closeout Submittals.
