About The Position

King County Metro Transit's Finance & Administration Division is expanding its team with two Technology Special Projects Manager II positions to lead major, high-visibility, enterprise-wide technology initiatives that require multiagency coordination and have significant operational and financial impact. These roles will advance Metro's strategic technology priorities, including initiatives focused on cost optimization, cybersecurity resilience, long-term technology road mapping, and other critical special projects that drive innovation across the organization. Each Technology Special Projects Manager II will oversee large-scale projects from initial concept through final acceptance, ensuring alignment with County strategies and delivering outcomes that strengthen Metro's service to the community. The positions will guide complex integration efforts, including those at the intersection of emerging innovation and cybersecurity, manage substantial resources, and provide leadership to project managers and cross-functional teams through subject matter expertise and matrixed structures. We are seeking strategic, collaborative leaders who excel at communicating, navigating complexity, championing innovation, driving accountability, and delivering measurable results in a dynamic public sector environment. This recruitment will be used to fill two (2) vacancies, one (1) Career Service (CS) and one (1) Special Duty Assignment (SDA)/Term Limited Temporary (TLT), Special Projects Manager II classification. The SDA/TLT is anticipated to last 2 years and may be extended. In addition, this selection process may be used to generate an eligibility list for future Special Duty Assignment (SDA), Term Limited Temporary (TLT), and Career Service (CS) vacancies that may occur in this classification within this workgroup. The eligibility list will be retained for 12 months from the date of posting and may be used at the discretion of the hiring authority.

Requirements

  • A minimum of 5 years of experience overseeing unique, high-priority complex technical projects from initiation through final acceptance AND Bachelor’s degree in Computer Science, Information Technology, or a related field OR a combination of education, training, and/or professional experience which provides the equivalent background required to effectively perform the work of this position.
  • Advanced specialized knowledge of technology project management, including successfully managing projects using current project management principles, methodologies and processes and how to apply them to technology initiatives.
  • Advanced knowledge and skill managing a large, complex multi-phase project that requires multiple organization integration with diverse business operations, strategic information requirements, and priorities.
  • Skill in organizing, planning, and executing multiple large-scale projects from vision through implementation; skill in preparing detailed and appropriate project documentation.
  • Demonstrated ability to identify and apply emerging technologies and innovative approaches to solve complex operational or business challenges.
  • Knowledge of strategic planning principles and practices; knowledge of large-organization business operations.
  • Understanding of budget development, financial forecasting, and variance analysis for multi-phase technology projects.
  • Familiarity with risk identification, mitigation planning, and issue tracking processes within complex technical environments.
  • Advanced ability to communicate effectively in both oral and written formats, including delivering formal presentations to groups and committees, influencing decision makers in complex or political environments, and engaging professionally with the media.
  • Demonstrated skill in collaborating with individuals from diverse backgrounds and coordinating with cross-functional teams, stakeholders, and organizational leadership to ensure clarity, alignment, and informed decision making.
  • Skill in gathering, analyzing and synthesizing data; skill in effective paper and report writing; skill in effectively presenting statistical and narrative information to non-technical stakeholders.
  • Skill in problem solving and decision making, especially when addressing emerging risks, scope changes, or technical challenges.
  • Skill in leading and influencing multi-discipline work teams through subject matter expertise and collaborative decision-making.

Nice To Haves

  • Knowledge and familiarity with industry standard transit technologies or equivalent systems such as HASTUS, Transit Automatic Vehicle Location (AVL) systems, Computer Aided Dispatch (CAD), Electronic Fare Payment systems, Transit Signal Priority (TSP) systems, Intelligent Transportation Systems (ITS), and Real Time Transit Information feeds, including specific software applications used to support and provision these systems.
  • Knowledge of emerging trends shaping the industry, including artificial intelligence, fleet electrification, data-driven decision making and connected mobility solutions.
  • Experience working with large public sector agencies or governmental organizations
  • Knowledge of King County Metro’s operations, mission, and policies

Responsibilities

  • Determine charter and scope of the project, assuring project is aligned with County/Department strategies, initiatives, innovation priorities, and business needs or values; set priorities subject to review by project sponsors.
  • Manage and control day-to-day project activities, issues, risks, quality and budget; develop breakdown structures, schedules and budget and resource assignments.
  • Develop and maintain project risk mitigation plans; coordinate project risk identification, quantification and response development and control; ensure project maintains compliance with all relevant State, Federal, local and King County laws and regulations, including cybersecurity standards and requirements
  • Establish measures of success, acceptance criteria, and methods to track, control, and report status; determine financial and performance indicators and use evaluation of findings to redirect the project; monitor and document progress of project; maintain auditable project files.
  • Prepare and/or coordinate with appropriate staff Requests for Proposals, Requests for Information, and Requests for Bids; develop, negotiate and review contracts associated with assigned project; may manage vendor relationships.
  • Provide technical and strategic leadership to project team members through subject matter expertise and matrixed staff structures to deliver innovative solutions.
  • Prepare and give presentations to senior management on project schedule progress, current status and responses to identified issues and risks.
