The Technology Portfolio Manager serves as the enterprise front door for technology at Toho Water Authority. This position provides a structured, objective framework for evaluating, prioritizing, and advancing technology investments. The position ensures business needs are defined consistently, assessed against enterprise standards, and prioritized based on organizational value, strategic alignment, and measurable outcomes. This position leads technology intake, prioritization, market and vendor evaluation, and delivery of selected technology solutions through go-live. It also leads the implementation and maturation of Program Management Office (PMO) enterprise platforms and the data, process, and reporting standards behind them, and maintains a unified view of technology demand, initiatives, dependencies, and expected value across the organization. Working in close partnership with the Business Transformation and Process Manager in Stakeholder Services, this position forms one half of an integrated enterprise intake model. While the Business Transformation and Process Manager leads organizational readiness, business process improvement, and change adoption, the Technology Portfolio Manager ensures technology opportunities are evaluated, governed, and delivered through a consistent enterprise portfolio framework. Reporting to the Director of PMO, the Technology Portfolio Manager collaborates across Information Technology, Stakeholder Services, Engineering, Operations, Finance, Procurement, Customer Service, and other departments to align technology investments with organizational priorities, strengthen governance, and maximize the value delivered through the organization's technology portfolio.
