About The Position

The Technology Library Manager provides administrative leadership and oversight of the Technology Library, a specialized library offering advanced technological resources including 3-D printing, laser cutting, virtual reality experiences, flight and driver education simulators, telehealth services, and workforce development and AI instruction programs. The Manager is accountable for all aspects of branch operations, staff management, community engagement, and strategic planning to ensure the library fulfills its mission of equitable access to transformative technology for all county residents.

Requirements

  • Master’s degree in instructional design, information technology, library science, or closely related field.
  • Three (3) years instructional technology experience, two (2) years of which must be in a supervisory/managerial role; or an equivalent combination of education, certification, training, and/or experience as determined by Human Resources.
  • Must possess and maintain a valid Florida Driver’s License.
  • Ability to work a flexible schedule including evenings and weekends as needed.
  • Ability to provide senior leadership in complex, technology driven environments.
  • Experience implementing principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
  • Skill with principles and practices for developing teams, motivating employees, and managing in a team environment.
  • Skill in establishing and maintaining effective working relationships with other County personnel, government agencies, Federal, State, and County representatives, and the general public.
  • Strong understanding of emerging technologies and trends, and their application in public facing or educational settings.
  • Ability to understand and evaluate the technologies central to the library (AI, robotics, makerspace, content creation, streaming).
  • Ability to evaluate, diagnose, and develop solutions to potential and real operational and system deficiencies to ensure continued and non-disrupted service to system users.
  • Thorough knowledge of applicable state, federal and local laws, rules, ordinances and regulatory standards applicable to the work.
  • Ability to communicate professionally verbally and in writing.
  • Ability to interpret a variety of instructions in written, oral, or schedule form.
  • Ability to organize work, establish priorities, meet established deadlines, and follow up on assignments with minimum direction.

Responsibilities

  • Coordinates with the Library Services Director to provide overall strategic, operational, and administrative leadership for the Technology Library, ensuring alignment with County library system goals and community needs.
  • Develops and supervises a diverse team of customer-focused professional and paraprofessional staff, ensuring high-quality customer service and user support, as well as guidance on the various library systems and procedures.
  • Contributes to the overall quality of the library’s customer service provision through focused training and regularly reviewing and improving related policies and procedures.
  • Develops and promotes an effective program through which community volunteers can contribute their knowledge and skills in the library.
  • Collaborates with the Technical Lab Lead to plan, develop, and evaluate technology education programs and services responsive to community demographics and needs, including training for the public that promotes their ability to fully and independently utilize the resources of the library.
  • Conducts ongoing community needs assessments to assist in identifying gaps in service and to develop strategies for expanding access to underserved populations, including seniors, job seekers, youth at risk, individuals with disabilities, and non-English speakers.
  • Plans, schedules, and coordinates the library's full annual program calendar, balancing resources, staffing, and patron demand across all service areas.
  • Monitors effectiveness of all programs and make improvements based on user feedback.
  • Ensures that usage and access policies and procedures are developed and implemented to ensure the safety and security of the facility, staff, and patrons in makerspace/technology areas, as well as patron data privacy protections, and HIPAA-compliant procedures for telehealth services.
  • Ensures all technology systems, hardware, and software are functioning properly.
  • Coordinates with the Library Services Director to collaborate with schools, colleges, workforce boards, and local employers to align advanced lab programs with academic curricula and workforce skill demands.
  • Represents the Technology Library and the Osceola County Library System at community networking events to promote recognition and use of the library.
  • Works with Library marketing specialists to create marketing collateral to promote the services of the Technology Library.
  • Works with County and Library administration to apply for, manage, and report on programming grants; identify new funding opportunities to expand program reach and capacity.
  • Assists in the development and management of the Technology Library budget.
  • Prepares and maintains a variety of reports relating to department projects and functions.
  • Performs other duties as assigned/necessary which are related, or logical in assignment to the position.
