About The Position

The Design Bureau is seeking a Technology Integration Specialist (Management Analyst 3) who will play a key role in aligning and advancing digital tools and technology strategies that support the planning, development, and delivery of highway improvement projects across the state. This role reports directly to the Design Bureau Director and works in close coordination with the Transportation Development Division Director to ensure that technology solutions—both current and emerging—are optimized, interoperable, and harmonized across bureaus, districts, and consultant partners. As a key integrator of technology strategy and operational need, this position strengthens collaboration across the Division and ensures digital tools reliably support project-delivery workflows and statewide infrastructure initiatives.

Requirements

  • Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations.
  • Three years of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
  • One year of full-time work experience in project management; management analysis; data science; business systems analysis; or professional-level program administration, development, or operations; and A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or a closely-related field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst 1.

Responsibilities

  • Assist in leading strategic planning and optimization of software applications, with a primary focus on the Bentley software suite, while also supporting additional tools used in the development of transportation improvement projects.
  • Coordinate closely with automation teams to advance department goals through improved software functionality, streamlined automation processes, and enhanced productivity.
  • Align technology solutions across Design Bureau staff, districts, and partner teams to prevent inconsistent plan development, reduce operational inefficiencies, and ensure high-quality digital project deliveries.
  • Serve as a key liaison between the Iowa DOT and Bentley, providing strategic coordination to ensure software applications remain fully optimized, modernized, and supportive of evolving project-delivery needs.
  • Engage business units throughout all stages of project development to analyze workflows, identify training needs for new and advanced users, and recommend system enhancements that improve efficiency and support timely project delivery.
  • Establish and maintain shared data and file standards across development teams to promote consistency, reduce rework, and safeguard the efficient use of resources essential to delivering highway improvement projects.
  • Organize and oversee software version testing across all involved staff, ensuring updates are understood, thoroughly tested within the agency environment, and managed appropriately so workflow disruptions are avoided.
  • Coordinate issue resolution with software vendors, DOM/DoIT, and internal teams, ensuring concerns are addressed in a timely manner and that technology tools remain reliable and effective.
