About The Position

Amentum is seeking a Technical Writer to support its Strategic Microelectronics program, specifically the Program Executive Office Integrated Warfare Systems X (PEO IWS-X). This role involves developing, implementing, and managing Security Classification Guides (SCGs) for the Integrated Combat System (ICS). The primary goal is to ensure proper classification management to safeguard national security, maintain technological advantage, and prevent unauthorized disclosure of sensitive information related to ICS Critical Program Information (CPI), Controlled Unclassified Information (CUI), and classified military information. The position requires daily duties focused on drafting, reviewing, revising, and managing comprehensive SCGs, executing SCG development processes, conducting information capability analyses, facilitating coordination, and ensuring compliance with Department of Defense (DoD) information security policies.

Requirements

  • Bachelor’s Degree (BA/BS) from an accredited institution in Security Management, Systems Engineering, Intelligence Studies, Information Assurance, or a relevant technical discipline. (An additional 4-6 years of direct, specialized DoD classification management experience may be substituted for a degree).
  • Must have completed, or successfully complete within 30 days of onboarding, the Original Classification Authority (OCA) training provided by the Defense Counterintelligence and Security Agency (DCSA) Center for Development of Security Excellence (CDSE).
  • Minimum of 5 to 7 years of professional experience in DoD Information Security, Program Protection, Systems Engineering, or Intelligence analysis.
  • Demonstrated experience drafting, reviewing, or managing SCGs, Program Protection Plans (PPPs), or Counterintelligence Support Plans (CISPs).
  • Experience acting as an OCA action officer, a security manager, or a primary derivative classifier for a Major Defense Acquisition Program (MDAP) or complex technology program.
  • Familiarity with the DTIC SCG repository, DD Form 2024 submissions, and conducting horizontal protection reviews.
  • Strong analytical ability to evaluate technical capabilities against adversarial threats and determine national security impacts.
  • Exceptional technical writing skills to draft clear, unambiguous classification guidance for derivative classifiers.
  • Ability to objectively assess the "fact of" U.S. interest and capabilities without bias.
  • Contractor personnel must be U.S. Citizens possessing an active DoD Secret security clearance on day one of performance.

Responsibilities

  • Create, review, and revise SCGs for systems, plans, programs, or projects in strict adherence to DoDM 5200.45.
  • Format the SCG according to mandatory DoD standards, including cover pages, general instructions, classification tables, and declassification/downgrading instructions.
  • Conduct rigorous analyses to determine which elements of information warrant protection, assessing capability performance, uniqueness, technological lead time, element of surprise, vulnerabilities, critical design elements, and manufacturing technology.
  • Draft precise "Value," "Damage," and "Unclassified" enhancement statements for classified line items to clearly articulate the rationale and threat impact to derivative classifiers.
  • Determine the valid reason for classification (per E.O. 13526 Section 1.4), the appropriate classification level, and the specific duration/declassification event for each element.
  • Identify and appropriately designate elements of information meeting the criteria of Controlled Unclassified Information (CUI) and apply proper dissemination controls (e.g., FOUO, REL TO).
  • Conduct horizontal coordination across DoD Components, Military Services, agencies, and foreign disclosure offices.
  • Review existing SCGs via the Defense Technical Information Center (DTIC) index to ensure consistent classification and prevent overlapping conflicts with other programs or Special Access Programs (SAPs).
  • Interface directly with the Original Classification Authority (OCA), Subject Matter Experts (SMEs), systems engineers, and intelligence producers to accurately assess the state-of-the-art status and national advantage of the technology.
  • Create documents utilizing Microsoft Office Programs such as Word and Excel, as well as other software, including Adobe Acrobat.
