About The Position

NEOSTEK, Inc. is seeking a skilled Technical Writer (TW) to support a records and information management (RIM) modernization project for a federal client. This position develops, organizes, and maintains all documentation required to support program assessment, electronic records management (ERM) solution implementation, digitization workflows, quality control, and training. The writer ensures all materials meet federal standards, align with federal requirements, and clearly communicate processes to technical and non-technical audiences. This role requires close collaboration with RIM specialists, ERM engineers, digitization teams, and program managers.

Requirements

  • Minimum of 5 years of technical writing experience, supporting IT, federal programs, or records and information management (RIM) initiatives.
  • Strong knowledge of federal records management requirements, including NARA standards, retention schedules, metadata expectations, and lifecycle regulations.
  • Demonstrated experience producing ERM and IT documentation, including system design, configuration, testing, security, and operational procedures.
  • Experience developing quality assurance documentation, such as inspection procedures, discrepancy tracking, corrective action processes, and related reporting.
  • Excellent analytical and communication skills, with the ability to translate complex technical concepts into clear, accessible documentation for diverse audiences.
  • Awareness of security and sensitivity requirements, including proper handling of Controlled Unclassified Information (CUI) and other sensitive operational materials.
  • Must be available to work on-site during core business hours in Washington, DC at least 50% of the time and on an as-needed basis.
  • Ability to obtain and maintain a Public Trust clearance.
  • U.S. Citizenship is required due to the nature of the government contract.

Responsibilities

  • Produce weekly status reports, monthly progress summaries, and quarterly performance reviews documenting milestones, risks, metrics, quality control findings, and contract deliverables.
  • Draft and maintain policies, procedures, SOPs, workflows, retention schedules, metadata standards, and lifecycle documentation for the federal RIM program.
  • Create technical documentation supporting the design, testing, implementation, security, and operation of a Microsoft Purview Records Management-based Electronic Records Management (ERM) solution.
  • Document scanning workflows, metadata tagging, SEO standards, quality checks, and digital storage procedures for paper to electronic conversion.
  • Draft findings, gap analyses, risk assessments, and Plans of Action & Milestones (POA&Ms) resulting from the comprehensive RIM assessment.
  • Produce user guides, quick reference sheets, e learning content, and instructor led training materials to support federal staff adoption of new RIM and ERM processes.
  • Support the contractor’s Quality Control Plan (QCP) by documenting inspection procedures, discrepancy tracking, corrective actions, and trend analysis.
  • Prepare briefings, presentations, and communication materials for internal and external audiences.
  • Ensure all documentation aligns with NARA requirements, federal records laws, internal controls, and industry best practices.
  • Capture processes for creation, maintenance, access, storage, and disposition of electronic and paper records.
  • Maintain organized repositories, version histories, and controlled updates for all contract related documentation.
  • Other duties as assigned.
