About The Position

North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer’s mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions. Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy. Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS. The Strategic Deterrence Directorate has an opening for a Technical Training and Development Specialist that will support SD in our Radioactive and Hazardous Waste Management (RHWM) organization specifically. The successful candidate will serve as the technical advisor on chemistry fundamentals and application of this knowledge for Hazardous Waste Professionals. They will also collaborate with other subject matter experts to deliver technical training design and develop course materials. The successful candidate will advise on regulatory policy implementation and use various instructional design theories and analysis techniques appropriate to adult learners. They will design training for on-the-job, instructor-led classroom, and web-based training as needed to align with organizational strategies. Curricula will include the incorporation of applicable security, safety, management, and environmental, health, and safety policies at the Laboratory. Interactions are with all levels of personnel within SD and RHWM. This position will functionally report to the RHWM Training Manager.

Requirements

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in education, Organization Development, Training and Development, Instructional Design Technologies, or equivalent combination of education and related experience.
  • Comprehensive knowledge and experience applying training analysis and development practices, techniques, standards, processes, and systems.
  • Knowledge of and experience in principles of Instructional Systems Design methodologies and techniques and needs analysis principles.
  • Experience using various computer software applications and multimedia tools for training and development with an emphasis in online training.
  • Analytical, decision-making and project planning skills.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to interact with others and to work both independently and as part of a team.
  • Ability/commitment to valuing diversity, equity, and inclusion principles in the workplace.
  • Advanced analytical, decision-making, and problem-solving skills to evaluate, interpret, recommend, and implement actions/solutions for complex problems.
  • Advanced verbal and written communication skills necessary to collaborate in a team environment and to present and communicate complex technical information.

Nice To Haves

  • Experience designing and developing training programs in a regulated environment.
  • Experience designing and developing interactive online training courses complete with video, audio, skill-based interaction and examination processes, 3D modeling, and other media elements.
  • Training development experience for personnel safety or emergency response situations.

Responsibilities

  • Design and develop specialized training for RHWM personnel including chemistry fundamentals, chemical compatibility, hazard classification, waste characterization, reaction hazards, and applicable regulations such as the Resource Conservation Recovery Act (RCRA)
  • Conduct needs assessment and job task analysis activities for new and established job roles.
  • Execute the systematic approach to training, including performing gap analysis and creating new training materials independently.
  • Interpret regulations with subject matter experts and determine organizational training needs to ensure compliance with DOE, OSHA, RCRA, DOT and other applicable Federal codes & standards, as well as LLNL requirements.
  • Develop course objectives and performance standards in accordance with systematic processes.
  • Design and create training content and materials in a variety of media (e.g., online, interactive, classroom, OJT, etc.).
  • Review and evaluate training materials and curriculum to ensure compliance with regulatory requirements.
  • Evaluate the effectiveness of training and develop training metrics.
  • Facilitate or deliver technical training as required via online, OJT, classroom, or virtual means.
  • Participate in the development of emergency drill scenarios, facilitate operational drills, and perform controller/evaluator drill functions.
  • Perform other duties as assigned.
