About The Position

Works under the general supervision of an assigned supervisor to perform technical work in chemical, biological, bacteriological or engineering aspects of scientific and technical activities in the water pollution field. This position is responsible for enforcing and maintaining knowledge of local, state, and federal regulations as they apply to wellhead and groundwater protection. The role involves investigating violations, developing computerized database files, conducting water well inspections, collecting water samples, issuing permits, and evaluating septic tank applications.

Requirements

  • Two (2) years of technical experience as an environmental monitor, environmental sampler, or environmentalist
  • Bachelor’s degree from an accredited college or university in environmental health, chemistry, physics, biology, microbiology, or a closely related field; OR An equivalent combination of related education and/or experience.
  • Must possess and maintain a valid Tennessee driver's license or secure one by the date of employment.
  • Must have daily access to an operable automobile and meet county requirements for automobile insurance on the date of employment.
  • Must be able to travel within Shelby County as required.
  • Knowledge of the basic sciences, including geology, is applicable to the assigned position.
  • Ability to understand and interpret laws, rules and regulations pertaining to groundwater protection.
  • Ability to discuss water quality problems with fellow workers, superiors, private and public individuals.
  • Ability to express ideas clearly and concisely in a professional manner with co-workers and the public.
  • Proficient in Microsoft Office, Geographic Information System (GIS), or comparable county systems.

  • Experience in performing chemical, biological or engineering aspects of scientific and/or technical activities is preferred.

Responsibilities

  • Enforces as well as maintains a working knowledge of local, state, and federal regulations as they apply to wellhead and groundwater protection.
  • Enforces groundwater rules and regulations to ensure compliance with the Shelby County Well Construction Code and issues written notices of violation that will address specific problems encountered during an inspection, as well as a resolution for the problem.
  • Investigates violations of the Shelby County Well Construction Code as the code relates to the construction and maintenance of wells throughout Shelby County, then initiates enforcement actions taken by the Water Quality Branch.
  • Develops accurate, up-to-date computerized database files on activities, survey results, inspections, and data generated by well surveys, as well as updating this file on a daily basis.
  • Conducts water well inspections.
  • Collects well water samples for water testing.
  • Issues permits for quasi-public water wells.
  • Evaluates septic tank applications and performs site inspections to verify that all siting criteria are met for the proper installation of a sewage disposal system.
  • Performs other related duties as required or directed.
