About The Position

Cook Inlet Region, Inc is seeking a talented Technical Recruiter to join our HR team. Cook Inlet Region, Inc., also known as CIRI, is one of 12 land-based Alaska Native regional corporations created pursuant to the Alaska Native Claims Settlement Act (ANCSA). CIRI’s regional boundaries roughly follow the traditional Dena’ina territory of Southcentral Alaska. CIRI was incorporated on June 8, 1972, and is owned today by a diverse group of more than 9,500 Shareholders who live in Alaska and throughout the world. This position is based in Anchorage, AK but offers a fully remote schedule for candidates who live outside of Alaska. Remote employees may be required to travel to the corporate office on a regular schedule. For candidates who are based in Anchorage, AK, CIRI offers a hybrid work schedule. CIRI only accepts applications through our online career page at https://www.ciri.com/careers/jobs/ General Function The Technical Recruiter performs full-cycle recruiting functions for highly specialized positions within IT, cybersecurity, computer science and engineering fields for both commercial and federal contracting environments. This role collaborates closely with hiring managers and leadership to identify, attract, and hire top-tier technical talent while ensuring compliance with government contracting and OFCCP requirements.

Requirements

  • Knowledge of recruiting regulations, compliance requirements and best practices.
  • Demonstrated ability to understand and evaluate technical roles and government contracted positions.
  • Working knowledge of common technical skill sets, tools, platforms and certifications (e.g., cybersecurity frameworks, cloud technologies, system administration, engineering disciplines, DevOps and related certifications).
  • Ability to assess technical resumes for depth of experience, hands-on application and alignment with required and preferred qualifications.
  • Ability to partner effectively with technical hiring managers to translate complex technical requirements into clear job qualifications and sourcing strategies.
  • Knowledge of technical labor markets and sourcing strategies for hard-to-fill and specialized technical roles.
  • Understanding of clearance requirements and eligibility for technical roles.
  • Understand CIRI’s mission, values, vision, and strategic focus areas and incorporates knowledge into daily activities.
  • Excellent interpersonal and customer service skills; ability to work effectively and cooperatively with all levels of management and staff, affiliated-company employees as well as outside business associates; exhibits a professional manner in dealing with others.
  • Intermediate knowledge of recruitment regulations, processes and best practices.

  • Knowledge of ANCSA corporations and the businesses and activities of CIRI, its subsidiaries and its non-profit agencies.
  • High degree of sensitivity regarding confidential information.
  • High school diploma or GED
  • Five years’ experience of recruiting experience, including at least three (3) years recruiting for highly technical roles in both government contracting and commercial environments.
  • Experience using advanced sourcing techniques and professional networking platforms (e.g., LinkedIn Recruiter)
  • Experience using an Applicant Tracking System (ATS) and recruiting technologies
  • Experience recruiting employees nationally
  • Ability to pass a background screening

Nice To Haves

  • Bachelor’s degree in Human Resources, Business, IT or related field preferred
  • Professional technical recruiting certification (e.g., AIRS Certified Internet Recruiter (CIR), Advanced Internet Recruiter (AIR) or other technical recruiting recognized certifications)
  • PHR strongly preferred

Responsibilities

  • Partner with hiring managers and technical leaders to understand role requirements, mandatory qualifications, and preferred skills for highly technical positions in commercial and government contracted environments (e.g., cybersecurity, IT, engineering, data, systems).
  • Manage full-cycle recruiting for technical roles, including requisition intake, sourcing, screening, interviewing, selection, and offer coordination.
  • Develop and execute targeted sourcing strategies using job boards, professional networks, Boolean searches, referrals, and niche technical platforms, including cleared-talent and hard-to-fill technical sourcing channels.
  • Screen resumes and applications against minimum and preferred qualifications, ensuring consistent, job-related evaluation and proper documentation.
  • Conduct structured phone and video interviews to assess technical experience, certifications, clearance eligibility, and alignment with organizational values.
  • Coordinate and support interview panels, ensuring interviewers are prepared with role-specific, compliant interview questions.
  • Maintain accurate and timely applicant tracking system (ATS) records, including disposition codes and interview notes, in compliance with OFCCP and EEO requirements.
  • Collaborate with HR, compliance, and leadership teams to ensure hiring practices align with federal contracting, security, and regulatory requirements.
  • Provide regular updates to hiring managers on pipeline status, candidate quality, and market conditions.
  • Monitor recruiting metrics (time-to-fill, source effectiveness, applicant flow) and recommend process improvements.
  • Assist with developing technical job descriptions that clearly and accurately define key responsibilities, qualifications, knowledge and skills necessary for the job.
  • Develop effective job specific interview questions to ensure hiring managers can assess a candidate’s skills, experience, qualifications and compatibility.
  • Communicate with candidates on recruitment statuses, promoting a positive candidate experience throughout the hiring process.
  • Conduct research on state-specific recruitment regulations to ensure all recruiting practices follow applicable federal, state, and local regulations pertaining to equal employment opportunity, immigration, FLSA, and any other relevant agencies.
  • Ensure all recruiting practices follow local, state and federal regulations including EEO and Title VII.
  • Promote CIRI’s Shareholder/Descendant Hire Preference and adherence to affiliated policies, procedures and tracking requirements.
  • Develop external professional relationships and strategic partnerships, with a focus on technical, cybersecurity, IT and government contracting communities.
  • Identify effective recruitment strategies and keep a pulse on recruitment trends, including technical labor market and recruiting technologies.
  • Assist with the implementation of recruitment software.
  • Perform other duties as appropriate and as assigned.
