About The Position

The Technical Proposal Writer/Proposal Specialist supports ATC federal business development, capture, and proposal efforts by planning, coordinating, writing, editing, formatting, and producing compliant, compelling responses to government requests for proposals, requests for information, sources sought notices, capability statements, white papers, and related proposal deliverables. This position works with proposal managers, capture managers, subject matter experts, and operations leaders to develop proposal content that is responsive to solicitation instructions, evaluation criteria, Federal Acquisition Regulation (FAR) requirements, and ATC policies and procedures. The position supports Shipley or equivalent proposal activities, including kickoff preparation, compliance matrices, annotated outlines, storyboards, color team reviews, comment adjudication, and final production. The position requires strong proposal writing and coordination skills, practical knowledge of federal proposal management processes, and the ability to perform desktop publishing and document production for assigned materials without relying on a separate production specialist. Responsible for ensuring that assigned documents are compliant, clear, concise, grammatically correct, visually consistent, and submission-ready.

Requirements

  • Bachelor's degree in English, Business, Communications, Technical Writing, Journalism, Public Administration, or other closely related field and a minimum of 4 years of proposal writing, proposal coordination, technical writing, or related experience in a corporate or government contracting environment, including direct support of federal proposals.
  • OR A minimum of 6 years of relevant proposal writing, technical writing, proposal coordination, or proposal management experience, including hands-on experience supporting federal RFP, RFI, RFQ, sources sought, or similar government solicitation responses.
  • Ability to obtain and maintain required security clearance
  • Ability to read and interpret proposal documents such as government requests for proposal (RFP), requests for information (RFI), requests for quote (RFQ), sources sought notices, technical data, statements of work (SOW), performance work statements (PWS), statements of objectives (SOO), proposal instructions, evaluation criteria, operating and maintenance instructions, and procedure manuals.
  • Possess the ability to write, format, edit, and proof proposal materials prepared by subject matter experts and management.
  • Possess the ability to effectively communicate with proposal team members, capture and business development personnel, technical staff, employees, and management in a collaborative and deadline-driven environment.

Nice To Haves

  • Experience supporting proposal development for a defense contracting, federal services, or government contracting company.
  • Hands-on experience with the Shipley proposal process or equivalent federal proposal methodology, including color team reviews and proposal compliance management.
  • Ability to function as a junior proposal manager who can write or as a senior proposal writer with direct proposal management process experience.
  • Strong proficiency with Microsoft Word desktop publishing, including templates, styles, sections, headers and footers, tables, figures, graphics, page layout, and formatting cleanup.
  • Experience using Adobe Acrobat or equivalent tools to prepare, check, combine, bookmark, and review PDF proposal deliverables.
  • Experience developing compliance matrices, annotated outlines, proposal schedules, content plans, win theme-aligned narratives, and review packages.
  • Familiarity with FAR/DFARS, federal acquisition terminology, government proposal instructions, page limitations, and common federal evaluation approaches.
  • Experience working with SharePoint, Microsoft Teams, or other collaborative document management tools in a deadline-driven proposal environment.
  • Familiarity with AI-augmented proposal development processes and tools, including the responsible use of generative AI to support research, drafting, editing, compliance checks, content reuse, and document production.

Responsibilities

  • Analyze federal solicitations, amendments, instructions, evaluation criteria, statements of work (SOW), performance work statements (PWS), statements of objectives (SOO), contract data requirements lists (CDRLs), and data item descriptions (DIDs) to support compliant proposal development.
  • Develop and maintain proposal compliance matrices, annotated outlines, response templates, writing assignments, action item trackers, and proposal schedules under managerial guidance.
  • Write, edit, and tailor technical, management, staffing, past performance, transition, capability, and corporate experience content for federal proposal responses.
  • Coordinate inputs from subject matter experts and management, conduct interviews as needed, identify gaps or inconsistencies, and convert technical information into clear, persuasive, evaluator-focused proposal narrative.
  • Apply Shipley or equivalent proposal process practices, including proposal kickoff support, solution and win theme alignment, pink/red/gold or other color team reviews, comment adjudication, and final quality checks.
  • Ensure proposal sections are responsive to solicitation requirements, evaluation factors, page limits, formatting instructions, win themes, and ATC managerial guidance.
  • Perform desktop publishing for assigned written materials, including Microsoft Word template use, styles, headers and footers, tables, figures, graphics placement, captions, cross-references, tables of contents, bookmarks, hyperlinks, PDF checks, and final formatting cleanup.
  • Perform quality control of proposal documents for compliance, clarity, concision, grammar, organization, consistency, formatting, and production readiness.
  • Maintain reusable proposal content, boilerplate language, resumes, project descriptions, past performance references, and proposal library materials in coordination with management.
  • Support version control, file naming, document workflow, review package preparation, and final submission readiness activities.
  • Perform other duties and assignments as assigned.
