About The Position

The Windows Customer team is looking for a collaborative Technical Program Manager II to help deliver high-quality experiences to millions of customers by strengthening the connection between Windows users and the teams building Windows. You will collaborate with cross-functional partners across product management, engineering, design, user research, and data science to embed customer feedback throughout product development and delivery. If you are customer-focused and passionate about improving Windows by translating customer feedback into meaningful product improvements, this may be the role for you. You will analyze customer feedback at scale across diverse channels, including surveys and online portals, and combine quantitative and qualitative signals to identify trends, emerging issues, and opportunities. You will advocate for product improvements, drive solutions, and deliver insights that influence product direction and customer outcomes. You will use telemetry, analytics, experimentation, and AI-enabled tooling to uncover insights from feedback data, improve data quality, and help teams understand customer needs and pain points at scale. You will represent the voice of the customer from planning through release and clearly communicate customer insights and product opportunities to partners and leadership. Success in this role requires technical understanding, customer empathy, strong cross-functional collaboration, and the ability to influence without direct authority while driving accountability for results. Requirements

• Bachelor's Degree AND 2+ years experience in engineering, product/technical program management, data analysis, or product development. OR equivalent experience.
• 1+ year(s) of experience managing cross-functional and/or cross-team projects.

• Knowledge of the Windows operating system, including the ability to understand product features, technical components, and dependencies.
• Demonstrated ability to communicate technical and customer insights clearly to varied audiences, including customers, engineering and product teams, and leadership.
• Ability to develop practical solutions by combining analytical thinking, customer insights, and business context.
• Experience querying and analyzing structured and unstructured data from large-scale or multiple data sources to identify patterns, evaluate implications, and generate actionable insights.
• Demonstrated ability to understand customer needs and translate customer feedback, insights, and data into actionable product or business outcomes.
• Demonstrated ability to independently manage multiple priorities and deadlines with attention to detail and consistent follow-through.

Responsibilities

• Actively listen to the Windows community through multiple feedback channels, including Feedback Hub, in-product surveys, social media, and self-hosting communities.
• Design and manage large-scale feedback collection programs that reach hundreds of millions of Windows users while balancing customer experience, business priorities, privacy, reliability, and data quality.
• Analyze feedback at scale using advanced data-analysis tools for trend detection, sentiment and topic mining, cohort analysis, and outlier identification, while helping improve feedback tools and processes.
• Represent top and emerging customer issues with product teams from initial detection through planning, design, development, and release.
• Stay current on and develop an in-depth understanding of changes across multiple product features in pre-release and retail versions of Windows.
• Identify emerging patterns and regressions early for specific Windows features and drive bugs through resolution with product teams.
• Respond to customer feedback by sharing status updates and workarounds, educating users, and creating release notes when fixes are available.
