About The Position

Skylo is seeking a senior program leader to manage the end-to-end technical delivery of packet core, signaling, and billing systems for Mobile Network Operator (MNO) partner onboarding. This role is crucial for converting a growing partner pipeline into successful, on-time launches by defining and building the onboarding program, release cadence, and launch-readiness standards. The position operates at the intersection of Network Engineering, Product, Solutions Engineering, and Finance, ensuring seamless traffic flow and accurate financial settlement. This is a fully remote role within the U.S.

Requirements

  • 8+ years of experience in mobile core/signaling engineering or technical program leadership with hands-on time in the signaling plane.
  • Deep knowledge of end-to-end wholesale roaming operations, including IREG/TADIG, IR.21/RAEX, and IPX interconnect.
  • Comprehensive understanding of 3GPP core signaling (EPC and 5GC), NAS procedures, Diameter base protocol, and DRA/DEA routing architecture.
  • Clear structural grasp of the SS7/MAP to Diameter boundary, IWF interworking, and the overall CDR billing lifecycle (TAP3, RAP, NRTRDE).
  • Demonstrated success leading ambiguous network initiatives and shipping cross-functional programs on time with external carrier counterparts.
  • Strong communication skills, with equal credibility inside a technical signaling design review or on a commercial partner call.

Nice To Haves

  • Experience with NTN (Non-Terrestrial Networks), NB-IoT, or cellular IoT connectivity, including Rel-17 NTN propagation delay and timer handling.
  • Familiarity with control-plane CIoT EPS optimization, NIDD, SMS-over-NAS delivery paths, and roaming-hub environments.
  • Experience with BCE (Billing and Charging Evolution), next-generation settlement, and ERP/finance-system integration.
  • Exposure to commercial and technical management of clearing-houses and IPX suppliers.
  • Track record of rapidly learning and integrating new AI productivity tools into daily engineering workflows.

Responsibilities

  • Own the MNO technical onboarding program end-to-end from the core/signalling/billing lens — integration milestones, dependencies, Definitions of Done, and cutover plans across the partner lifecycle.
  • Drive signaling delivery programs: Diameter interfaces (S6a, SGd), MAP-over-IPX via IWF, DRA configuration and routing policy, SMS-over-NAS enablement, and roaming signalling readiness per partner.
  • Coordinate billing & settlement programs: TAP3 / RAP / NRTRDE exchange, BCE readiness, mediation and rating, CDR integrity and reconciliation, and integration with settlement and finance systems.
  • Program-manage the multi-supplier roaming stack — supplier onboarding, contractual/technical cutover, parallel-run and rollback planning, and de-risking the transition away from single-supplier dependency.
  • Run program governance: maintain roadmaps, RAID logs, release trains, and cross-functional launch-readiness reviews; make dependencies and risks visible before they become escalations.
  • Own the metrics that matter: onboarding cycle time, signalling success/attach rates, routing correctness, CDR and settlement accuracy, and billing-run reliability — and report them to engineering and commercial leadership.
  • Be the translation layer between deep network engineering and commercial/partner stakeholders, so that partner commitments and network reality stay aligned.
