Technical Program Manager 3, - (Chicago - Hybrid) - FreeWheel
About The Position
This job centers on managing technical programs, aligning them with strategic business and product needs. It involves collaborating with cross-functional teams and senior staff to ensure successful project execution. The role requires a deep understanding of technical disciplines and acting as a mentor for less experienced colleagues. You’ll lead delivery across multiple teams or a moderately complex platform area. You’ll partner with Product and Engineering leads to align on priorities, manage cross-team dependencies, and drive continuous improvement. You’ll also contribute to planning and stakeholder communication.
Requirements
- Deep understanding of Agile delivery models and metrics (velocity, cycle time)
- Strong grasp of cross-team dependency management
- Knowledge of platform or domain-specific delivery challenges
- Advanced facilitation and conflict resolution
- Data-driven decision-making and reporting
- Coaching and mentoring junior team members
- Lead delivery across multiple teams or initiatives
- Influence prioritization and planning decisions
- Drive continuous improvement initiatives
- Bachelor's Degree
- 5-7 Years Relevant Work Experience

Responsibilities
- Understanding technical program scopes, driving key planning milestones, and ensuring alignment with product and business requirements
- Leveraging technical expertise to research, plan, and achieve program objectives through effective team collaboration
- Coordinating with senior staff to secure participation from cross-functional core team members, including matrixed project managers
- Overseeing project execution from start to finish, ensuring technical specifications and program plans are followed
- Collaborating with core team and senior staff to schedule work and manage critical path tasks within program scope
- Assisting in the development of program goals, objectives, and success criteria, ensuring alignment with technical strategies
- Identifying and analyzing complex technical risks and issues, providing resolutions, and supporting budget and resource forecasting
- Monitoring program deliverables for quality, working with senior staff to manage changes, and ensuring program objectives are met
- Lead execution of cross-team initiatives
- Coach teams on agile and SDLC maturity
- Own delivery metrics and reporting
- Proactively manage risks and blockers
- Support a single team’s delivery execution under guidance.
- Track progress and surface blockers to senior EDMs.
- Assist in scheduling and documenting agile ceremonies.
- Learn and apply FreeWheel’s SDLC practices.
- Help maintain Jira boards and sprint plans.
- Track team availability and flag inconsistencies.
- Observe team workflows and suggest minor improvements.
- Participate in retrospectives and document action items.
- Share basic status updates with internal team.
- Escalate issues to senior team members as needed.
