About The Position

L3Harris Technologies, Inc. is seeking an experienced Technical Order Manager (Level 5) for the new Ground Based Radar Digitation (GBRD) Contract located in Colorado Springs, Colorado, to perform end-to-end Technical Order Life Cycle Development of the GBRD Contract. This role provides managerial oversight of the Technical Writing team.

Requirements

Bachelor’s Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.

Experience with XML tagging environment and high-end document production software
Experience with FrameMaker and FrameMaker+SGML
Experience with Adobe Acrobat Pro PDF software
Experience generating input for proposals, technical volumes, and basis of estimates for generating new TO project work
Ability to interpret project schedules and identify resource requirements for each task based on predecessor and successor relationships
Ability to analyze technical data based on Source, Maintenance, and Recoverability (SMR) codes to adhere to organizational-level and depot-level maintenance requirements
Experience developing TO Verification Plans

Responsibilities

Planning and managing all phases of TO development and sustainment in accordance with MIL-STDs, TO 00-5 series, and all other Department of Defense (DoD), Air Force, Space Force compliance directives
Performing TO Manager Subject Matter Expert (SME) role for all TO development activities and has performed primary interface between the contract and Government
Facilitating project milestone events to include TO Guidance Conferences (TOGCs) and In-Process Reviews (IPRs)
Extensive knowledge mining technical data from engineering drawings and specifications (i.e., assembly drawings, interconnection diagrams, A-level specifications, test procedures, etc.) to develop TOs
Conducting final reviews of Pre-Pub Review (PPR), and distribution to the Government Enhanced Technical Information Management System (ETIMS)
Performing trip lead functions for site trips involving TO content development, conducting Contractor Certification, and providing support for Government Verification, and have participated in TO Review Board (TORB) and initiated PPRs
Managing cross-functional team made up of writers, illustrators, TO QC, and collaborating with engineering and logistics SMEs to accomplish required TO development objectives
Providing TO development status to internal customers, contractor management, project management, and Government customer
Coordinating internal and external reviews for the Contractor Furnished Equipment Notice (CFEN) processes for Commercial-Off-The-Shelf (COTS) manuals to include TO numbering assignment based on limited data rights of Original Equipment Manufacturer (OEM) content for vendor manual TO assignment or technical content extraction best practices
Managing TO baseline on ETIMS
Providing support with the development of Basis of Estimates (BOE)
Must be a US Citizen and have the ability to show proof of citizenship
Currently possess, or are able to acquire, at a minimum, a SECRET security clearance
Ability to travel up to 20% of the year in support of TO content development, certification, and verification site activities
