About The Position

This position is open for current Regular Full Time Charleston County Employees Only. The Technical Office Manager oversees and coordinates all technical documentation, plan review functions, and administrative support for construction and engineering operations. This position provides divisional administrative analysis, manages inspection-related programs, ensures compliance with technical standards, and serves as a key liaison between plan review, inspections, contractors, and management.

Responsibilities

  • Plans, directs, and manages the Plan Review division, including engineering documentation, material submittals, and project records.
  • Provides technical assistance and coordination support to the Inspections Division to ensure alignment between plan review, technical documentation, and field inspection activities.
  • Performs various administrative, technical, and managerial tasks related to the enforcement of construction and development-related codes, ordinances, applicable county, state, and federal fire codes, rules, and regulations.
  • Reviews the construction of buildings to protect citizens' life, health, and welfare and the enforcement of related laws and regulations.
  • Manages the daily operations of inspection and plan review processes for compliance with adopted policies and procedures.
  • Recommends operational guidelines, policy, and procedure modification necessary to ensure the department's smooth operation as it relates to inspections and plan review.
  • Develops and prepares narrative and statistical progress reports daily, weekly, and monthly as necessary to determine the department's operation for accountability of the plan reviewers.
  • Ensures proper workflow and efficiency in inspections and provide technical assistance to contractors, builders, architects, engineers, and owners to coordinate their construction projects to ensure compliance with federal, state, and local regulations.
  • Oversees administrative, technical, and managerial tasks related to project compliance, design coordination, and construction documentation.
  • Investigates complaints generated for a resolution that may include court time when necessary, resulting in possible restitution, fines and/or imprisonment for violations of Federal, state, and local regulation, law, and ordinances related to division managed.
  • Performs other duties or assumes other responsibilities as apparent or assigned.
