About The Position

This position is open for current Regular Full Time Charleston County Employees Only. The Inspections Division Manager manages and coordinates the Inspections Division for the Building Inspection Services Department, provides technical support, and serves as primary manager for all fire related issues as the assistant fire marshal to the Building Official.

Requirements

  • Bachelors Degree in Construction Science, Environmental Science, or a related field of study with a minimum of two (2) years or more of work-related experience is required OR a minimum of six (6) years of directly related work experience may be considered in place of a degree.
  • Must possess or obtain International Code Council (ICC) certifications in residential and commercial plan review, inspections, or building official registration with South Carolina Building Code Council (SCBCC), SC Registered State Fire Marshal, and the Certified Floodplain Manager designation within one (1) year of hire date.
  • Must possess or obtain NIMS (National Incident Management System) certifications 100, 200, 300, 700, and 800 within one (1) year of hire date.
  • Minimum of five (5) years of experience in construction code management and enforcement, and leadership to include knowledge of building and construction principles and practices, building code and ordinances, State and Federal laws pertaining to construction and licensing.
  • Minimum of five (5) years of experience in the office environment working/public administration.
  • Minimum of three (3) years in floodplain plan review and/or a civil engineering environment.
  • Minimum of five (5) years of experience as a licensed contractor OR possess current SC Building Code Council (SCBCC) certifications as a Plans Reviewer or Codes Inspector.
  • Must be proficient in Microsoft 365.
  • Must have a clean DMV record.
  • Must possess or obtain a minimum of two (2) of the following certifications within six (6) months of hire date: Residential Plans Examiner Building Plans Examiner Plumbing Plans Examiner or Commercial Plumbing Inspector Mechanical Plans Examiner or Commercial Mechanical Inspector Electrical Plans Examiner Commercial Electrical Inspector Certified Floodplain Manager Residential Building Inspector Commercial Building Inspector Fire Inspector I, Fire Inspector II or Fire Plans Examiner Remaining certifications must be completed within one year of hire date.
  • Must possess a valid SC Driver’s license (or obtain within three (3) months of hire) and meet the requirements of the County’s motor vehicle policy.
  • Position may require a Commercial Driver’s License.

Nice To Haves

  • Surveyor, Engineer in Training (EIT), or Licensed Professional Engineer (PE) preferred.
  • Preference may be given to those with more than one certification or a combination of experience and education.
  • Experience as a plan reviewer or code inspector, PE (Professional Engineer), or AIA (Architect) preferred.

Responsibilities

  • Plans, directs, and manages the inspections division: Building Inspections, Code Enforcement activities, other functions include fire inspection, fire plan reviews, and fire investigations.
  • Performs various administrative, technical, and managerial tasks related to the enforcement of construction and development-related codes, ordinances, applicable county, state, and federal fire codes, rules, and regulations.
  • Reviews the construction of buildings to protect citizens' life, health, and welfare and the enforcement of related laws and regulations.
  • Manages the daily operations of inspection processes for compliance with adopted policies and procedures.
  • Recommends operational guidelines, policy, and procedure modification necessary to ensure the department's smooth operation as it relates to inspections.
  • Develops and prepares narrative and statistical progress reports daily, weekly, and monthly as necessary to determine the department's operation for accountability of the inspectors.
  • Ensures proper workflow and efficiency in inspections and provide technical assistance to contractors, builders, architects, engineers, and owners to coordinate their construction projects to ensure compliance with federal, state, and local regulations.
  • Meets on–site and in the office prior, during, and after construction to address code compliance, provide technical assistance as needed, and coordinates with inspectors to ensure proper enforcement of the specialized codes.
  • Investigates complaints generated for a resolution that may include court time when necessary, resulting in possible restitution, fines and/or imprisonment for violations of Federal, state, and local regulation, law, and ordinances related to division managed.
  • Performs other duties or assumes other responsibilities as apparent or assigned.
