About The Position

RK&K is seeking an experienced Technical Manager to provide technical engineering leadership for municipal water and wastewater infrastructure projects throughout Central Virginia and the Mid-Atlantic region. Based in Richmond, VA, this role will lead the planning, analysis, and design of critical water, wastewater, and conveyance systems while serving as a technical resource and mentor for project teams. This is an opportunity to work on complex infrastructure challenges, influence technical standards, and help shape the future of municipal utility systems.

Requirements

  • Bachelor's degree in Civil Engineering, Environmental Engineering, or a related engineering discipline.
  • Minimum of fifteen (15) years of progressive experience in municipal water/wastewater engineering with significant technical design responsibilities.
  • Professional Engineer (P.E.) license.
  • Demonstrated expertise in the planning, design, rehabilitation, and evaluation of municipal water and wastewater infrastructure systems.
  • Strong understanding of applicable regulatory requirements, industry standards, and engineering best practices.
  • Experience developing and reviewing engineering calculations, plans, technical reports, specifications, and construction documents.
  • Proven ability to lead technical teams and mentor engineering staff.
  • Strong analytical and problem-solving skills with a focus on delivering practical engineering solutions.
  • Excellent written and verbal communication skills with the ability to convey technical information to both technical and non-technical audiences.
  • Proficiency with Microsoft Office applications, including Excel and Word.

  • Twenty-five (25) years of progressive experience in municipal water/wastewater engineering with significant technical design responsibilities.
  • Experience serving as Engineer of Record for municipal infrastructure projects.

Responsibilities

  • Serve as a technical lead for municipal water and wastewater infrastructure projects, overseeing engineering analyses, design development, and technical decision-making.
  • Lead preparation and review of engineering studies, technical memoranda, calculations, plans, specifications, and construction documents.
  • Provide technical expertise for water treatment, wastewater treatment, water distribution systems, wastewater collection systems, pumping facilities, storage facilities, and related infrastructure improvements.
  • Evaluate complex engineering challenges and develop practical, innovative, and cost-effective solutions for municipal clients.
  • Guide quality, consistency, and adherence to industry standards and client requirements.
  • Conduct technical reviews and quality assurance/quality control (QA/QC) reviews of engineering deliverables.
  • Provide technical guidance, mentoring, and professional development for junior and mid-level engineering staff.
  • Support construction phase services, including submittal reviews, responses to RFIs, site visits, and resolution of technical issues.
  • Collaborate with project managers, clients, regulatory agencies, and internal disciplines to ensure technical excellence.
  • Support pursuit efforts by contributing to proposals, technical approaches, and client presentations.
