About The Position

Oneida Professional Services is seeking a highly skilled Technical Instructor IV to provide comprehensive instructional design services in support of the U.S. Army Medical Center of Excellence (MEDCoE). This position requires expertise across all phases of the ADDIE model and a strong background in medical-related curriculum development. The Technical Instructor IV will play a key role in designing, developing, evaluating, and maintaining distributed learning and instructor-led training products that directly support MEDCoE’s mission to train Army medical personnel. The ideal candidate brings deep instructional design experience, strong analytical and communication skills, and proven ability to collaborate with medical SMEs and diverse stakeholders in a fast-paced, mission-driven environment.

Requirements

  • Master’s degree in education or related field (bachelor’s degree plus equivalent experience may qualify).
  • 10–15+ years of relevant instructional design or training development experience.
  • Experience supporting complex (Level 3–4) training projects.
  • Strong analytical skills with proven experience conducting training needs analyses.
  • Expertise in Human-Centered Design and learner-centric instructional strategies.
  • Strong communication, facilitation, and visualization skills.
  • Experience writing curriculum for DoD or Center of Excellence audiences.
  • Technical proficiency with education delivery systems and eLearning development tools.

Nice To Haves

  • Curriculum development experience within a medical training environment (highly preferred).
  • Specialized knowledge or experience within a DoD Center of Excellence (highly preferred).

Responsibilities

  • Conduct full-spectrum analysis including needs assessments, business case analysis, task/job analysis, content analysis, gap analysis, media analysis, audience analysis, and delivery analysis to support course design and development.
  • Analyze existing course curriculum and collaborate with medical SMEs to identify, revise, and develop instructional content using varied methodologies.
  • Perform in-depth evaluation and provide recommendations for improvements, including optimization of critical mission areas such as Tactical Combat Casualty Care (TCCC) and prolonged casualty care.
  • Research Army medical doctrine, MEDCoE training gaps, and emerging medical requirements; off-site travel may be required.
  • Identify and design effective instructional strategies, learning outcomes, learning objectives, student-centered activities, assessment strategies, and delivery methods.
  • Develop comprehensive course design documentation including course maps, learning levels, lesson times, interactivity levels, delivery methods, and required resources.
  • Ensure all instructional designs align with current and future MEDCoE learning technologies.
  • Develop new distributed learning products (e.g., IMI, video, audio, job aids) that meet learning objectives and include accurate, medically validated content.
  • Create high-quality interactivity, narration, graphics, animations, and assessments that align with Army training standards.
  • Ensure all content is medically accurate and culturally appropriate for a diverse military audience.
  • Update, modify, or re-develop existing distributed learning products using tools such as Adobe Creative Suite, Flash, HTML, Articulate, Captivate, Storyline, Rise, Adobe Presenter, and others.
  • Load, manage, repair, and maintain courseware files; coordinate repair decisions with training proponents.
  • Perform academic reviews and validate training products within specified learning management systems.
  • Lead and support training implementation activities for MEDCoE programs.
  • Present courseware modules and facilitate learning in accordance with instructional design models and client guidelines.
  • Plan, coordinate, implement, and evaluate student learning competencies following government-approved processes and TRADOC standards.
  • Conduct after-action reviews, evaluate feedback, and implement improvements based on student and client recommendations.
  • Research professional literature, doctrine, and training materials relevant to Army medical training.
  • Evaluate existing training products and conduct target audience analyses to improve learning outcomes.
  • Collaborate with Army experts, SMEs, and other stakeholders to gather input and ensure accuracy and relevance of new and updated training content.
  • Define training needs and problems; lead surveys and data collection efforts; provide recommendations for training and educational design solutions.
  • Develop plans, communications, and briefings; contribute to instructional design policy and guidance.
  • Produce project status reports that include milestone schedules, risks, and mitigation plans.
  • Provide strategic advice and technical guidance to project managers and team members.
  • Lead tasks from project inception through completion for complex and highly complex training programs.
  • Prepare narration scripts, storyboards, and instructional documents with clarity, cohesion, and adherence to Army writing standards.
  • Ensure all documentation meets required grammar, formatting, and compliance guidelines.
